7u?? <br />Resolution 82-23, entitled; "A RESOLUTION AUTHORIZING THE RENEWAL OF A 1.6 <br />MILL LEVY FOR PAYMENT OF SALARIES OF PERMANENT POLICE PERSONNEL FOR THE <br />TAX DUPLICATE YEARS 1982 THROUGH..1986, INCLUSIVE AND REPEALING ALL <br />ORDINANCES INCONSISTENT HEREWITH." Introduced by the Mayor.and Council as <br />a Whole. <br />Council President Spellma.n stated Council received an ordinance in their <br />packet on Friday to repeal this resolution. There was.a quorum at the <br />March 24 Meeting when this resolution was passed, however not enough <br />members of Council were present to pass emergency legislation such as this. <br />He s,tated the Board of Elections advised him a Councilman must be physically <br />present in order to vote, so even though.he did receive Mr. Busa's proxy <br />it could not be used. Therefore, it is up to Gouncil to make the decision <br />whether or not to repeal the resolution. <br />Mr. Busa stated, as he was not present at the last meeting (March 24), it is <br />his option to vote on that legislation at the next scheduled meeting (which <br />would be this meeting), therefore he would like to cast his vote in favor of <br />Resolution.82-23. <br />Mr. Feneli explained that Mr. Busa-'s vote only becomes effective the night <br />it is cast, and cannot be effective for the March 24 meeting. Mr. Feneli <br />stated it is his opinion the resolution can stand and that he would defend <br />Council if their action. He explained the issue was placed on the.ballot <br />for the consideration of the voters. <br />Mr. Carmen said it was his understanding the Board of Elections told Mr. <br />Spellman they could not, remove the issue from the ballot so the issue is <br />presently on the ballot. The Board of Elections will keep the issue on <br />the ballot unless Council aets, so Mr. Carmen suggests the resolution be <br />left as it is. <br />For record purposes, Mr. Busa, Mr. Carmen and Mrs. Hanus would like to cast <br />their votes in favor of Resolution 82-23. <br />Mr. Feneli stated these votes should be entered into the March 24 Special <br />Meeting minutes as taken on this date. <br />Council President Spellman stated he would'like to say publicly that if <br />there is any problems with passage of that resolution in June he will <br />personally campaign and put out financially whatever monies he can to see <br />its passage, and he woul'd like this entered in the minutes. <br />Ordinance 82-19, entitled; "AN ORDINANCE CREATING SECTION 521.10 OF THE <br />CODIFIED ORDINANCES OF MAYFIELD VILLAGE, OHIO, PROHIBITING THE SALE OF <br />TOBACCO PRODUCTS TO MINORS." Introduced by Mayor Robert G. Beebee This <br />was given first reading on March 15. <br />Mr. Busa, seconded by Mr. Carmen, made a motion to suspend the rules of <br />Council requiring an ordinance to be read on three separate occasions.
