Discussion was held regarding the appropriations ordinance which included an allowance for the Community Room of $10,000.00, whether the money could be used before the "matching funds" are received. Mrs. Ruggles stated the ordinance does not designate these funds must be matching. Mrs. Hanus said work could be star.ted on the Community Room if the architectural drawings were completed. " Mr. Feneli'to prepare legislation as.the cost is over $5,000.00. Beta Drive Speed Limit - Iric'rease Council President Spellman stated he would like to amend the agenda to discuss the change of the speed limit on Beta Drive and asked Chief Stevens for comments. Chief Stevens.stated.the.reque'st for the.change of the 25 m.p.h. speed limit on Beta Drive to 35 m.p.h. has been researched by the Law Director. He explained the reason for the change is the completion of the street lighting and the sidewalks in the area. Council President Spellma.n asked for comments from Council. Mr. Busa objected to the increase in the speed limit, his reasons being, the old and handicapped persons using the street and the curve in the road. Council agreed Dale Feneli should prepare legislation to increase the speed limit on Beta Drive to 35 m.p.h. as both the Safety and Service Committee and Chief Stevens recommend the increase. Council President Spellman asked that this legislation not contain an emergency clause. Council President Spel.lma.n stated Council wi11 now go into Executive Session with Mr. Steven Toth, at 9:48 p.m. He asked Mrs. Ruggles and Mr. Feneli to go into Executive Session also. Mr. Toth .to be interviewed by Council for the position of Finance Director. Councilman Fred N. Carmen departed from the Executive Session at 10:00 p.m. Council reconvened at 10:20 p.m. Council President Spellman stated Mr. Toth was informed Mayor Beebe would be getting back to him.
