?J <br />Mr. Etzler, seconded by Mrs..,Bloom, made a motion to approve the Mayor's <br />appointment of Steven M. Toth as Finance Director for Mayfield Village. <br />Council President Spellman asked if there were any comments for discussion. <br />Mrs. Bloom stated she feels Mr. Toth is well qualified and we are long <br />overdue in making this appointment. <br />Mr. Busa stated he agrees with the Mayor's comments, almost totally. He <br />said it is a good idea to appoint a Finance Director and he is impressed <br />with Mr. Toth's qualifications but'he must caution Council that it was <br />known five months ago that we were supposed to do this,.but on the <br />contrary Mrs. Ruggles was.hired because Mayor.Beebe convinced Council she <br />was goodm Mr. Busa stated Mrs. Ruggles is an excellent Financial Consultant <br />doing an outstanding job and.that Council should keep in mind they have a <br />contract with her for over $1,000.00 per month.until the end of the year. <br />He said if Mr. Toth is appointed, both will have to be paid which he feels <br />is a waste of money. He said Council has not been told what his salary <br />would be. Mr. Busa.said he does not feel Mr. Toth would need an eight <br />month training period. _- <br />Mr. Etzler stated the point being dealt with is whether or not to appoint <br />a Finance Direetor. He said Mrs. Ruggles refused the appointment and we <br />are obligated by Charter to appoint a Finance Director. <br />Mr. Busa questioned what would happen to Mrs. Ruggles when a Finance Director <br />is appointed. <br />Mayor Beebe stated there is an ordinance that covers Mrs. Ruggles as a <br />part time paid consultant, under contract until December 31, 1982. The <br />legislation is subject to 30 days termination by either party. He said <br />in January when he asked Council about this, Mrs. Ruggles anticipated <br />leaving in July. He.said Mr. Tom Keptner is Finance Director in title <br />only, he is not active and does not want the position of Finance Director. <br />Mrs. Hanus stated Mrs. Ruggles' contract does not expire until December <br />31. She said Council only had the opportunity to interview Mr. Toth.. <br />She said she does not see why the appointment should be made now as the <br />Village would be paying both Mrs. Ruggles and Mr. Toth until the end of <br />the year. She said she would be happy to consider the appointment later <br />this year. <br />Mr. Flynn asked Mr. Feneli if Council had a time limit to make the <br />appointment of a Finance Director. <br />Mr. Feneli stated that.the Charter amendments on Ordinance 81-39, passed <br />by the voters in November, require Council to make a decision as they <br />must uphold the Charter of Mayfield Village.
