90 <br />Mr. Flynn requested that Mayor Beebe s,elect alternate.choices for Finance ? <br />Director for Council to interview before making a decision. <br />Mr. Carmen stated he.has reviewed Mr. Toth's qualifications and he is <br />convinced by his previous experience, especially his experience as an <br />auditor that he is qualified for the position. He stated he is in <br />favor of the Mayor's appointment and feels Council should act on it <br />as it is their responsibility to uphold the Charterm He feels we need <br />someone to learn the system from Mrs. Ruggles. He said it is difficult <br />to find qualified applicants who are willing to stay with the Village <br />for a long period of time as Mr. Toth seems willing to do. <br />Mrs. Hanus said she feels Council should wait until the results of the <br />State Audit for Willoughby Hills is returned before making the decision <br />of the appointment. <br />Mr. Feneli stated the results would not be known for 6- 8 monthso He <br />said Council should remember the voters voted on the amendment to appoint <br />a Finance Director, to be appointed by the Ma.yor. <br />Mr. Busa asked when the appointment is to take place and if both Mr. Toth <br />and Mrs. Ruggles are going to be on the payroll until the end of the year. <br />Mr. Carmen suggested at the point when the appointed Finance Director is <br />able to fully take over the position that the Village terminate on the' <br />30 day notice of the Financial Consultant who refused the position of <br />Finance Director. . <br />Mr. Busa stated he agreed with Mr. Carmen except he feels it would <br />jeopardize her ability to get a job someplace else. <br />Mr. Feneli stated Mrs. Ruggles agreed to the 30 day termination not.ice as <br />we did. <br />Council President Spellman stated that when the Charter amendment was <br />passed it was designed specifically that Mrs. Ruggles would be the Finance <br />Director. Through the course of events we've come down to a very quick <br />appointment on the part of the Mayor. He feels there is room for comprimise. <br />If' Council decides to appoint Mr. Toth four to five months from now, and <br />he is gradually brought in and Mrs. Ruggles gradually exits, that would be <br />a workable arrangement. <br />Council President Spellman stated there is a motion and a second on the <br />floor asking if there was a motion and second to withdraw the motion. <br />As no motion was made,.Council President Spellman stated the Clerk of <br />Council should proceed with the roll call. <br />Roll Cal•l: AYES: Mrs. Bloom, Mr. Carmen, Mr. Etzler <br />NAYS: Mr. Busa, Mr. Flynn, Mrs. Hanus and Mr. Spellman <br />Motion Not Carried <br />Appointment Defeated.
