<br />Mr. Carmen withdrew his objection. <br />Council President Spellman, seconded by Mr. Flynn, made a motion to amend <br />Resolution 82-31 to read "Introduced by Council as a Whole". <br />Roll Call: AYES: Al1 <br />NAYS: None Motion Carried <br />Resolution Amended <br />Discussion was held because the resolution dicl.not include the emergency <br />clause. <br />Mr. Busa, seconded by Mr. Spellman, made a motion to suspend the rules of <br />Council requiring a resolution to be read on three separate occasions and <br />to amend the resolution to include the emergency clause. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Rules Suspended <br />Mr. Busa, seconded by Mr. Carmen, made a motion to adopt Resolution 82-31. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Resolution Adopted <br />Mr. Flynn asked if the floor could be open to the public for comments at <br />this particular meeting. <br />Council President Spellman stated the floor is open for comments from the <br />audience. He asked that those.who comment first state their name and. <br />address. <br />rir. Robert Schulte, 6776 Gleftview, asked that Mr. Avery's presence be <br />clarified.. Mayor Beebe stated Mr. Avery is our Special Counsel who is called in on <br />certain situations. Mr. Feneli is our'Law Director. <br />Mr. Schulte asked again why Mr. Avery needed to be present. <br />Mr. Feneli said this is a public meeting which.entitles Mr. Avery to be <br />present. He said he has no objection to Mr. Avery assisting and.guiding <br />Council. <br />Mr. Avery stated, because of his relationship with Mr. Feneli he would <br />feel that Mr. Feneli would want him to interject if necessary in the <br />best interest of the Village.
