0?? <br />Mr. Floyd Davis - 6703 Serieca, asked who would be paying Mr. Avery's fee <br />for attending this meeting. <br />Mr. Avery said there was no charge for his attendance at this meeting. <br />Mr. Howard Schulz - 450 S.O.M. Center - stated many people are interested <br />in what is going on in the Village as they are a part of this community. <br />He feels things would proceed in a finer fashion if the proceedings of <br />the Village were an "open book". <br />There were no other comments from the audience. <br />Ordinance 81-32, entitled; "AN ORDINANCE TO RESTRICT THE AUTHORITY OF <br />THE PRESIDENT OF COUNCIL, ESTABLISHING A PROCEDURE TO RESOLVE DISPUTES <br />BETWEEN THE PRESIDENT OF COUNCIL AND THE..MAYOR AS TO DIVISION OF DUTIES <br />AND AUTHORITY AND DECLARING AN EMERGENCY." Introduced by Councilpersons <br />Bloom, Busa, Carmen and Etzler. <br />Mr. Feneli read the ordinance. <br />Council President Spellman asked if there were any comments regarding this <br />ordinance. <br />There were none. <br />Mr. Busa, seconded by Mr. Carmen, made a motion to suspend the rules of <br />Council requiring an ordinance to be read on three separate occasions. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried. <br />Rules Suspended <br />Mr. Busa, seconded by Mr. Etzler, inade a motion to pass Ordinance 82-32. <br />Council President Spellman asked if there were any comments for discussion. <br />Mr. Flynn said he would like this ordinance referred to Committee for <br />discussion. <br />Council President Spellman stated he would also like the ordinance referred <br />to Committee because of its legality. <br />Mr. Avery also felt the ordinance should be discussed in Committee. <br />Mr. Carmen said he disagrees, he feels it should be passed this evening. <br />He said if there is further questions on the legality of the ordinance, <br />it can be discussed and repealed if necessary. <br />F--, <br /> <br />
