i
_t z,,:
Council President Spellman directed Engineer Hovancsek to prepare an
analysis of the questions mentioned.
Mr. Goley asked if the specifications could be given for both gravel and
paving.
Mark Raia, 893 Beechers B'rook - said one of the things that bothers him
and he feels we have lost site in is that the Village is supposed to be
doing something for the residents. He said money has been spent on things
such as tennis courts for Mayfield High.School and renovation of the Salt
Shed and feels the residents should come first. He stated the explanation
he heard regarding the Salt Shed renovation was that people donated their
time, materials and all of this sort of garbage adding that nothing is for
free. Mr. Raia stated Beechers Brook Road was destroyed by the builder or
developer. The money that was held in bonds for repair of the small section
of the road was returned to the developer without the road being repaired.
He read an article.from the Sun'Messenger dated November 18, 1976 entitled;
"Zorn barricaded". He said he feels the responsibility should be spread,
if somebody has a basic problem he does not feel anyone should object to
fixing up Beechers Brook, Zorn Lane or other Village streets.
Mr. Carmen said he appreciates Mr. Raia's concern but he objects to his
characterization of Council as trying to avoid its responsibilities. He
said, as pointed out several times tonight, the Village is willing to do
their share when the residents do their share. When property?owners pave
their streets and put them in good condition, then the Village will maintain
them year after year.
Mrs. Fetzer said approximately $47,000.00 was spent for repairs on Kenwood,
Oakwood and Thornapple in 1976: She questioned if more funds have.recently
been allocated for repair of these roads.
Mr. Hovancsek reported the street is not yet 20 years old, it was put in
in 1965 or 1966. It was accepted by the Village and is costing the Village
alot of money to keep it in a reasonable condition as they must do. After
the 20 year period expires, Council can re-assess the property owners for
the cost of repaving or whatever is necessary to be done.
Council President Spellma.n asked if there were any last comments from Council.
There were no comments.
Council President Spellman thanked the residents for attending the meeting
and expressing their opinions. He stated the matter wi11 be studied further
and he will make available to them the figures they requested.
Council recessed at 9:45 p.m.
