P E <br />Ordinance 82-42, entitled; "AN ORDINANCE APPROPRIATING THE SUM OF FOUR <br />THOUSAND DOLLARS ($4,000.00) FROM THE GENERAL FUND AS FUNDING FOR THE <br />COMMISSION ON AGING." Introduced by Council President Michael W. Spellman. <br />Council President Spellman stated it is his understanding this can be <br />reduced to $3,000.00 and that the ordinance should be amended to read <br />"...appropriating that sum into the Commission on Aging line item." <br />Mr. Feneli to make the necessary corrections to the ordinance. <br />Ordinance 82-42 given second reading. <br />Ordinance 82-25, entitled; "AN ORDINANCE ENACTING CHAPTiR 105 OF THE <br />CODIFIED ORDINANCES OF MAYFILLD VILLAGE, OHIO, PERTAINING TO R;:QUESTS FOR <br />PRODUCTION OF DOCUMENTS., REPORTS AND RECORDS." Introduced by Mayor Robert <br />G. Beebe. <br />Mayor Beebe explained this ordinance was intended to be of assist to people <br />obtaining information, to set up a procedure. He said there is no intent <br />to deny anyone of seeing any public record. This procedure is common in <br />other communities. He said there is a charge for copies made. <br />. This ordinance was given f irst reading April 12 and second reading April 19. <br />r1r. Busa questioned if the right to inspect public documents was covered <br />under the State and FederalaLaws, would there be a need for this ordinance. <br />Mr. Feneli explained Chapter 149 of the.Ohio Revised Code pertains to this <br />subject but does not indicate a process or procedure to be followed to <br />comply with the law. <br />Mrs. Hanus said if someone wanting information was asked to return the next <br />day because the Village was busy, they would. She feels it is against the <br />Freedom of Information Act. <br />Mayor Beebe said the three day stipulation was actually a"cushion" - more <br />than likely someone would be asked to return that same afternoon or the next <br />day. <br />Mrs. B1oom, seconded by Mr. Etzler, made a motion to pass Ordinance 82-25. <br />Mr. Etzler asked Mrs. Ruggles opinion of the ordinance; if she felt it was <br />reasonable, right and necessary. <br />Mrse Ruggles said yes, she would go along with it. <br />RolT Call: AYES: Mrs. Bloom, Mr, Etzler, Mr. Flynn <br />NAYS: Mrs. Hanus, Mr. Busa, Mr. Spellman <br />As the vote was tied, Council President Spellman asked Mayor Beebe to vote. <br />r4ayor Beebe voted yes.
