? <br />Mr. Anthony Russo, stated he is an attorney and a resident of Beecher's Brook <br />Drive. He stated he is present w'ith his brother Frank and Mr. Marc Raia, who <br />are also residents of Beecher's Brook. All of the property owners of Beecher's <br />Brook have authorized them to speak for them and on their behalf. <br />Mr: Anthony Russo explained Beecher's Brook Drive has many chuckholes and is <br />not in the best condition. For the.past 10 - 12 years the Village has unclertaken <br />the project of filling the holes about once a year at the Village's expense. He <br />said this was apparently satisfactory until recently when the residents on <br />Beechers Brook received a letter from the Village Law Director advising them that <br />the Village will no longer make those repairs and inviting the residents of <br />Beechers Brook to attend the June 21 Council Meeting to express their opinion. <br />He reported the residents had a meeting to discuss the letter and thus, he,. Frank. <br />Russo and Marc Raia were authorized to attend.this meeting speaking on behalf of <br />all the residents of Beechers Brook. A4r. Anthony Russo said that based on the <br />history of Beechers Brook and why it is in the condition it is today, is an <br />unusual situation. The residents feel.the Village is responsible to repair the <br />street and that the problems should have been.resolved long ago. He asked Mr. <br />Marc Raia to explain why the..road is in the condition it is in. Mr. Anthony <br />Russo said, in essence, what the residents are requesting of the Village is that <br />the road be properly repaired and resurfaced one time at the Village's expense <br />and then subsequent to that, the Beechers Brook_residents will take the <br />responsibility to maintain the road. <br />Mr. Marc Raia - 893 Beecher's'B'rook Drive - read a June 21, 1982 letter from <br />the Old Beecher`s Brook Residents to Mayor Beebe and Council. (Copy attached <br />to minutes). When the plans were made for the construction of the Aintree <br />Park Development, including new roads, Old Beecher's Brook was not a part of <br />those plans. (Quoting from the letter) -"Since the residents did not want a <br />new wider concrete road.and sidewalks, the Village Council chose to get a <br />$5,000 bond from Big Four which was to be held until after all construction <br />of all homes and roads was complete, and until after Old Beechers Brook Road <br />was repaired back to its original condition. . <br />After construction was complete, the Village Council gave the $5,000 bond <br />back to Big Four without Old Beechers Brook being repaired, and in fact without <br />ever checking with the property owners. <br />When CEI put in the new giant poles along the east side of I 271 and behind <br />the properties of the residents of Old Beechers Brook on the west side, the <br />heavy construction equipment they brought in added to the destriction of the <br />road. CEI spent no money.for repair of Beechers Brook. The problem has <br />come up.before Council several times and nothing was ever resolved. The <br />Beech Hill residents would like to.see the.following (quoting from the letter) <br />"Mayf ield Village would repair and resurface in asphalt the old section of <br />Beechers Brook at Village expense,'orie time only, by a compet,ent contractor. <br />The contractor and materials and methods to be approved.by the property owners <br />involved since we have two acknowledged experts in road construction to make <br />certain we get a decent job. It would include a blockade at the southern end <br />of our old section, which would then make it acceptable to us to be fully <br />responsible in the future for any maintenance, repairs, or resurfacing."
