This would put us at the beginning of the season so we <br />would get the best prices. Another alternative would be to wait until <br />after the f irst of the year to begin the process.' <br />Mr. C.armen said he feels authorization should be given now for the Engineer <br />to prepare the plans and specifications. <br />Council President Spellman asked if this was the correct procedure. <br />Mr. Feneli verif ied the p.rocedure was correct. He said the Resolution of <br />Necessity cannot be passed.until the plans and specif ications are on•file <br />with the Clerk. The Resolution,which Yias to be sent to all the abutting <br />property owners, will inform them that the plans, specif ications and the <br />tentative assessment costs are on f ile. He explained the Engineer must <br />present three different types of assessments and Council must decide which <br />formula they want to use. <br />Mr. Carmen, seconded by Mr. Busa, made a motion to authorize the Engineer to <br />prepare the plans and specifications and to determine the tentative assessment <br />costs. <br />Council President Spellman asked if there was any further discussion. <br />Mr. Carmen asked if there is a special provision for the property owner that <br />canno.t afford the assessment. <br />Mr. Feneli said there is a provisio:n which allows the Village to give relief <br />to the person who cannot afford to pay the assessments. It can be in the <br />form of a lien on the property to be collected when the property is sold. <br />There is no criteria for establishing hardships, it will..be at the discretion <br />of Council. <br />Mr. Carmen suggested at the•time the notice of assessment is sent that a <br />brief note explaining the hardship provision be attached. <br />Council President Spellman stated he would like Mr. Feneli to continue his <br />letter clarifying the process of assessment to its final stage. <br />Roll Call: E1YES: All <br />NAYS: None <br />Motion Carried <br />Autho.rization Given- <br />Mre Amendola stated at the present time, due to poor road conditions, you <br />cannot make the turn from Seneca to Glenview. If something is not done before <br />Winter the snowplows will make the situation worse. <br />Mayor Beebe sug•gested, if Council has no objections, that several tons of <br />gravel be used to fill in the holes.
