<br />Council President Spellman read the ordinance, regarding contracts and <br />advertising for bids. Quotes would be required to be submitted to Council <br />for their approval on purchases over $750000. He asked if there were any <br />comments or objections to placing the ordinance on f irst reading. <br />There were no comments or objections. <br />Ordinance 82-84 given f irst readingo <br />Council President Spellman stated tipster account legislation will be discussed <br />after the Law Director arrives. That legislation and the Ken's Auto Body <br />legislation will be placed on the agenda for October 18. <br />Mrs. Hanus asked Mr. Spellman if the Law Director was coming to the meeting. <br />Council President Spellman said the Law Director said he would be here around <br />8:30 or 8:45. He was just advised he.would be he.re shortly. <br />Council President Spellman stated he would like action taken tonight on the <br />memo to all Department Heads, staff inembers and employees from the Mayfield <br />Village Council, prepared by Guerin Avery. (see memo attached). He said this <br />can be passed by a simple motion of Council.. <br />Council President Spellman read the letter to him from Mayor Beebe of October <br />7, 1982. <br />Residents asked if telephone calls and airfare would be paid by the taxpayerse <br />A resident asked if there was a way to find out the amounts of phone bills, <br />how much they were paying for the Mayor's vacation. <br />Council President Spellman stated phone bills are public records. <br />Council President Spellman stated they will not wait for the arrival.of the <br />Law Director any longer, they will proceed with the meeting. <br />Mr. Flynn, seconded by Mrs. Hanus, made a motion to pass the Memo. <br />Council President Spellman asked if there were any comments. <br />Mrs. Hanus said she feels this is unnecessary since it is spelled out in the <br />Charter. She commented she does not know what is in the Mayor's Office that <br />is so secr,et. The Mayor should go away, enjoy himself, and resume his duties <br />when he returns.. In the meantime, the President of Council should assume <br />authority. In the absence of the President of Council, the President Pro Tem <br />should assume the authority. That is the way it usually works and she does <br />not know why it is not working here. She feels i.t is kind of ridiculous to <br />be having a meeting. <br />Council President Spellman stated this meeting is ridiculous and degrading.
