n ` <br />?J <br />Mrs. Hanus sa-id the Charter.spells out what is to be done and that is the <br />way it should be done. <br />Mr. Carmen said he agrees the Charter is very clear._ It is his understanding, <br />despite the letter Mr. Spellman just read, that thraugh conversation between <br />the Mayor and the Law Director the Mayor agreed to let Mr..Spellman to see <br />all mail and handle complaints and if a major problem develops Mr. Spellman <br />was to be called. Mr. Spellman was to be the Acting Mayor'. <br />Council President.Spellman stated the Mayor did not tell him this. <br />Mr. Carmen asked if the Law Director told him what the Mayor said, <br />Council President Spellman said not explicitly, that he was told he could not <br />use the Mayor's Office and that Donna and Gus may sign purchase requisitions, . <br />if they put their initials after the Ma.yor's signature. <br />Mr. Carmen questioned if Mr. Spellman was told he would be given all mail. <br />Council President Spellman said he was not told that outright. <br />Mr. Carmen asked what he was told. <br />Council President Spellman.said.he did not recall. <br />Mr. Carmen said he understood, after conversati.on with the Law Director the <br />Mayor had retracted everything said in the letter except for the use of his <br />office. Council President Spellman told him this afternoon he did not mind <br />not using the Mayor's Officee He said the.Mayor had requested his off ice <br />remain locked while he was gone and he feels that is a reasonable request. <br />The President of the United States or the President of a company would not <br />allow the Vice President to use his off ice. Mr. Spellma.n has.an off ice <br />upstairs. He feels the locked office is not a major point of contention. <br />Council President Spellman.asked what happens when there is a question on <br />a requisition as_to whether it is a legitimate purchase; and he does not <br />want to sign the purchase requisition. <br />Mr. Carmen said then it would not get signed. <br />A resident commented the Mayor's Office is a public office and the Acting <br />Mayor cannot be locked out of an office. <br />A resident commented that when he was the President of Council and Mr. Busa <br />was the Mayor he had full access to the office when Mr. Busa was out of town. <br />Mr. Carmen suggested.the residents attend the next Regular Council Meeting <br />after the Mayor returns to express their opinions during the Open Portion <br />of the meeting. <br />Law Director Dale Feneli arrived at this time.(9:22 p.m.).
