9L v <br />Mr. Paris said it would be similar to the Urgent Care Clinic located in the <br />old Brush Furniture Store: Those doctors are in conjunction with Huron <br />Road Hospital. The doctors to occupy the Beta Complex will deal with Hillcrest. <br />Mr. Feneli asked if, as of this date, all doctors working with the planned <br />clinic would be affiliated with Hillcrest Hospital. <br />Mr. Paris said they would have the right to practice at Hillcrest Hospital. <br />Mr. Barton Simon, a managing partner of Simon and Company, real estate <br />developers, took the Oath from the Court Recorder. <br />Mr. Simon acknowledged that he prepared the report dated.December 2, known <br />as Exhibit #3. <br />Mr. Bartunek asked Mr. Simon to explain the nature of the report which is <br />based upon his experience in developing medical buildings. <br />Mr. Simon said they developed the Parkway Medical'Center building and the <br />Mt. Sinai Suburban Medical Off ice building'; botht"located in'Beachwood. He <br />noted their exact locations, square'footage`'2.nd'parking spAce-8`. He said the <br />buildings were constructed in accordance with the ordinances of the City of <br />Beachwood. He read their ordinances. They require one space for every 100 <br />square f eet of the f irst 10,000 square feet of gross building area and one <br />space for every 200 square feet of gross building area for the balance. <br />Through their analysis they have found that although the buildings have been <br />100% occupied since their inception, the parking lot has never been 100% <br />occupied. It is normally not more than 75% occupied at any one time, to <br />their knowledge. They feel that a larger building requires no fewer parking . <br />spaces than does a smaller building and feels small buildings are penalized <br />regarding park.ing space requirements. They feel office buildings may use <br />more parking spaces than medical buildings because there is no in and out. <br />traffic. <br />Mr. William A. Gould, City Planner and Architect, took the Oath from the <br />Court Recorder. He named some of the cities and private developers they <br />have done work for. He made an off-street parking survey in Mayfield Village <br />on Beta Drive in 1979 and just concluded an addendum.study. He read the <br />study. <br />The reasonable parking standard is one space for 200 square feet for buildings <br />over 10,000 square feet. Exhibit AC is a summary of various communities off <br />street parking requirements. He read some of their requirements. <br />Mr. Carmen asked Mr. Gould if he remembered when he testif ied in 1979 how <br />many people per doctor he estimated move in and out of inedical buildings. <br />Mr. Gould said approximately 20 people. <br />Mr. Carmen asked if that figure was still accurate. <br />
