?? <br />Regular Council Meeting <br />4/18/88 <br />Page 6 <br />Mr. Schiemann said that our problem is that the fourth house has not even <br />been listed yet which was one of the contingencies upon approval for this <br />driveway, so that would be grounds for us to think about putting a hold on <br />this. He said that our real concern about this whole issue is the diagram, <br />during this whole process we have had a committee that's gone through with <br />this thing. We have met probably every other month for the last two years. <br />He said the intent of the committee was when the driveway goes in, the <br />landscaping goes in along with it. We have several minutes along with a <br />letter from Mayor Carmen in April of '86 that says with respect to buffering <br />the new drive with trees, Progressive is agreeable. We have a letter from <br />Mr. Bloomfield that says we will provide substantial trees, shrubs, and <br />other landscaping to screen the new roadway from the remaining houses in the <br />Worton Park area. We have a letter from John Lewis from September '87 that <br />talks about planting evergreen trees along the Worton Park 90' buffer zone <br />to enhance privacy for the homeowners during the winter. As far as our <br />committee is concerned, all of this was to take place with the input of the <br />driveway. When the driveway goes in, the landscaping goes in. He said other <br />issues were discussed; mounding and a living barrier all through this area <br />to protect the homeowners from the parking and moving 1,500-2,000 cars per <br />day. <br />Mr. Basile said that he was at the meeting Jonathan Lewis was at and they <br />talked about the mounding and the screening if and when they put up the new <br />building. , <br />Mrv Schiemann said their committee of five people will tell you that the <br />intent of the contract as it was prepared on their part was that when the <br />driveway goes in, the landscaping goes in along with it. <br />Mr. Basile said they put landscaping in the new section. <br />Mr. Schiemann said it is not for their houses; it is doing nothing up,here. <br />Mr. Rinker said that it was made clear last summer that Progessive wanted to <br />separate discussion of landscaping from the driveway itself. He said he <br />knows that there was alot of discussion over what we wanted and what <br />Progressive wantede He said we had reluctantly agreed to separate the <br />driveway from any landscaping along there. He said he knew there were <br />others who never agreed to that. He said it was his point of view that they <br />were going to make sure that there was a pledge from Progressive that at the <br />time they were going to present plans that that barrier would be enhanced as <br />much as possiblev The agreement says that the point that there will be any <br />further development that that buffer as a barrier will be enhanced. <br />Mr. Schiemann said that the majority of their committee is here to ask <br />Council to back their intent on this agreement that when the driveway goes <br />in the landscaping goes in. <br />Mayor Carmen asked where they wanted additional trees. <br />Mr. Schiemann said it was their intent, what they thought they were doing <br />and what all of the letters he was reading say, that there is going to be <br />some shelter the entire length of this driveway .
