??

Regular Council Meeting
4/1S/88
Page 7
Mro Schiemann said.the existing driveway and the new.
Mayor Carmen asked which dr.iveway--the new one or the old one.
Mayor Carmen asked why they would buffer the existing driveway if it is
ultimately going to be abandoned. Did they think.ther,e was to, be more
buffering where the new dr.iveway hooks in with;the existing driveway? .
Mr:. Schiemann said that.about 300 cars.per.day go up and down the driveway
as. it exists. We're talking at sometime in the future adding somewhere
between 1500 and 2500 cars per day. .
Mayor Carmen asked what his understanding is with respect to what the
agreement is and what the problem is with respect to what you want to see
that you are not seeing.
. ?
Mr.. Schiemann said what they would like to see is. a living barrier of
protectio.n along the existing strip that is not being changed. He said that
we want our landscaping.and.our issue done today.so that we don't. hav.e to
worry about it in the future.. Mayor Carmen asked if he meant the north-south border and if he was talking
about mounds and.trees.,
Mr. Schiemann said yes.
Mr. Bob Leppla said the problem was that the parking lot runs through the
90' buffer so in order for. Progressive to give us what we've asked for and
this is a copy of a tape that was made when the deal was cut back in January
or February and in it it states the position that we'd separate the driveway
from everything as far as the building, etce, and that a living barrier
would be included along the 90' buffer zone. Mr. Leppla said the problem we
have is that this doesn't show,us because in this area here where this
parking lot is they're going to have to.rip all, that out because. it backs
right into it and that's what we're asking for.
Mr. Rinker said that it was his understanding that at the point that
Progressive submits these plans.we will then have on paper the concept of
what's going in there and we should then be able to say specifically how we
can enhance the barrier. Under the agreement we reached earlier this year
when that time comes Progressive is pledging that it will do what it can to
enhance.the:natural-barrier and that.you.will have a voice in the specifics
of that. Mro Schiemann said that their problem with a pledge is that they might
encounter a problem similar to what the Village has with Mr. Musca
concerning the Spaghetti Company.
Mayor Carmen gave a_brief:sy,nopsis of..the discussions with Progressive over
the last two years._ He said that we talked about a number of things. He
said they came up with a plan whereby they could get Progressive to sell the
homes back and;promise to never to buy homes again and they_would get their
driveway. As part of that plan, he said it was always his understanding
that as part of this deal,,Progressive was going to put additional trees, a
living screen along that portion of,the driveway where it would interfere
