85 <br />Regular Council Meeting <br />7/18/88 <br />Page 7 <br />First Reading of-0"rdinance No. 88-20, entitled; "AN ORDINANCE ENACTING CHAPTER <br />1365 OF THE CODIFIED ORDINANCES OF MAYFIELD VILLAGE, OHIO, PERTAINING TO <br />CERTIFICATES OF INSPECTION OF RESIDENTIAL DWELLINGS FOR PRIVATE SEWAGE <br />SYSTEMS AND DECLARING AN EMERGENCY." Introduced by Mayor Carmen and Council <br />as a Whole. <br />Mr. Flynn, seconded by Mr. Basile, made a motion to suspend the rules of <br />Council requiring an ordinance to be read on tliree separate occasions. <br />Roll Call: AYES: Al1 <br />NAYS: None Motion Carried <br />Rules Suspended <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to enact Ordinance No. 88-20. <br />Mr. Ramos said that this amended version of the ordinance requires inspection <br />to be done only at the point of sale--not for properties being rented or <br />leased. <br />Mre Rinker asked about when the Village would be tying into to the sewer. <br /> Mayor Carmen said when we have asked about the sewer, we are told that they <br /> expect that a gravity system will be coming at some point in the future. As <br /> to the time frame, he said every time that question is asked, we are told 8-10 <br /> years. Mayor Carmen said he has a suspicion that that is still some time f ar <br /> off. <br />Mr. Rinker asked about the sewer assessment that tlie Cleveland' Water <br />Department charged th'e Worton-Park residents many years agd. <br />Mr. Patrick explained that several years ago the City of Cleveland transferred <br />monies to the Village toward future payments for a sanitary sewer. He said <br />that the funds are in their own fund structure in the Village. <br />Discussion was held. <br />Mr. Rinker asked if the monies were in an interest-bearing account, <br />Mr. Patrick.said they were not. <br />Mayor Carmen and Council asked Mr. Patrick to firid out what must be done to <br />transfer the monies to an interest-bearing account. They agreed that the <br />monies should be in an interest-bearing account. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Ordinance Enacted <br />First Reading of Ordinance No. 88-21, entitled; "AN ORDINANCE ENACTING NEW <br />SECTION 1309.19 OF THE CODIFIED ORDINANCES OF MAYFIELD VILLAGE, OHIO, RELATIVE <br />TO OCCUPANCY CERTIFICATE FOR CHANGE OF USE AND DECLARING AN EMERGENCY." <br />Introduced by Mayor Carmen and Council as a Whole. <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to suspend the rules of <br />Council requiringan ordinance to be read on tliree separate occasions.
