?° ? <br />e?? <br />Regular Council Meeting <br />10/17/88 <br />Page 4 <br />one person in the next lowest grade the Mayor can certify such and <br />make such a nomination to the Civil Service Commission. The problem <br />we have is the definition of "next lower grade." He said that there <br />was only one person in Class A, 2 people in Class B and 2 people in <br />Class C. He recommended to Mayor Carmen that pursuant to rule 4.8 <br />that he nominate the person in Class A for the Assistant Service <br />Director and certify that he is the only one in the Class A position. <br />Unfortunately, he said there was a different interpretation with the <br />Civil Service Commission. Mr. Ramos said he met with the members of <br />the Civil Service Commission to discuss the question of next lower <br />grade. He said that according to the rules there is no definition of <br />what is next lower grade. He said there is a distinction of classes <br />but we don't have what is next lower grade. Mr. Ramos said that <br />there is a question whether or not under Section 4.7 we can give a <br />non-competitive examination for such position. He said that he hopes <br />to get together with the Civil Service Commission in the near future <br />to discuss this with them. He hopes this will be able to be resolved <br />some way or another in the next couple weeks and will report to <br />Council at the next Caucus Meeting. <br />Delineators for Bicycle Path - Mrs. Mills said that when they talked <br />to Chief Stevens he was waiting for additional pricing to come <br />through. <br />Drainage on North Side of Highland Road - Mr. Basile said that he had <br />received a phone call from Mr. Silver regarding this problem and <br />asked if this relates to the Highland Road problem and if it was on <br />private property. <br />Mr. Hovancsek said that the problem relates to the Highland Road <br />problem and is completely on private property. <br />Mr. Basile said that he did not think we could spend money on private <br />property and asked if he was correct. <br />Mayor Carmen and Mr. Ramos said he was correct. <br />Mr. Basile said that in that case, the problem would have to be taken <br />care of by the resident rather than by the Village. <br />Mr. Ramos said that he, Mr. Amendola, and Mr. Hovancsek walked the <br />area with representatives from Forest City And Sunrise Developers. <br />He said that it appears that their attitude is that it is not their <br />complete responsibility. He said that they were supposed to get a <br />cost estimate and he believes that they will be willing to work with <br />us but that they don't want to pay for the entire project which may <br />not be fair, too. He said that hopefully we will be able to resolve <br />it in some way. <br />Mr. Flynn asked Mr. Hovancsek to explain the problem. <br />Mr. Hovancsek explained why it may be a municipal problem. <br />Mayor Carmen suggested that this item be referred to the next Council <br />Caucus.
