Mayor Carmen said he will <br />contact the members of the A.R.B. and express his displeasure at <br />their not.attending the meeting tonight. They are an <br />independent body and have the right t o call their own meetings. <br />He thinks they do have to have public meetings. <br />Mr. Tomas expressed his concern that they are independent <br />taxpayers and will have to have another meeting at their <br />satisfaction. <br />Fred Klanq, 6743_Hickory_Hill_Drive, said he would like to know <br />what the Building Commissioner is trying to hide by not going in <br />front of the Board with this. When the owners presented this, he <br />knew this.was not an ordinary structure. The A.R.B. met on July <br />21, and August 28. Also, it was discussed on September 4 that a <br />new ordinance might be passed. On Monday, September 15, it was <br />discussed that a new ordinance would take place and it would <br />change on September 18th. The Bui lding Inspector knew al 1 of <br />this, why didn't he go in front of the Board with all of this <br />before? Especially between September 4 and Septem ber 18 when he <br />knew a new ordinance was going to come into effect. Mr. Klang <br />said.the building permit was issued on July 2 before title even <br />changed on the house. In other words, Nlr. Amendola had the <br />" blueprints July 2. Title did not change until the following <br />day. <br />Mr. Feneli explained that from the day the application was <br />filed, July 2, if the code was changed any day in between, the <br />building could still be built to the size it is now. He said <br />Mr. Amendola did not have the building permit on July 2. The <br />final set of prints was submitted around Labor Day. <br />Mr. Klang asked: why the Building Cammissi:oner issued the .permit <br />without goin.g in front of the Board. <br />Mr. Feneli explained that in ma.ny instances when we get <br />applications for building permits on new construction or on <br />additions to existing construction, the A.R.B. has complete <br />faith that Mr. Amendola will administer these things until they <br />can hold a m.eeting. In the meantime, in order to keep <br />construction goinq, to .keep contracts in existence., Mr. Amendola <br />is allowed certain leeway by the A.R.B. They allow Mr. Amendola <br />to exercise discretion on the foundation until they can review <br />the plans. The walls would not be constructed uritil the A.R.B. <br />had reviewed the plans for design, etc. If we did not operate <br />like that, construction would come to a total standstill.
