138 <br />Page 8 <br />Robert Jamieson,_6736 Hickory_Hill_Drive, asked if he may ask a <br />question of the Law Director. May a person take out a permit <br />on a property he does not yet have possession? <br />Mr. Feneli said yes, under certain circumstances; such as if <br />they are a prospective owner or if they have a signed purchase <br />agreement for instance. <br />Mr. Jamieson asked if it goes to the A.R.B. prior to the sale or <br />commencement of the sale of the home. <br />Mr. Feneli said it goes to the A.R.B. prior to the issuance of <br />the building permit. <br />Mr. Jamieson asked if a person did get a permit on a home he is <br />considering purchasing, the permit would be a homeowners permit, <br />or would it be purchased by a contractor? He said it appears <br />that the contractor's name was added after the permit was <br />issued. <br />Mr. Feneli said we usually let either person apply for the <br />permit. He said that many contractors will not take out <br />their own permits because they know there are a certain amount <br />of sanctions that can be attached if they violate the permit. <br />Mr. Jamieson asked, aren"t there rules in the Village that all <br />contractors doinq work in the Village will be registered, and <br />they will have a permit for the job that they're doing? <br />Mr. Feneli said they all have to be registered. <br />Mr. Jamieson said that contractor did back-door this person <br />getting the permit. He asked the owner to get the. permit <br />because for some reason he did not want to face the Building <br />Inspector. <br />Mr. Feneli said he did not know, he would have to ask Mr. <br />Amendola that. <br />Mayor Carmen pointed out that either the homeowner or contractor <br />may get the permit. <br />Mr. Jamieson said prospective homeowner--.he did not get <br />possession until the following day. <br />Mayor Carmen said possession was not the key factor. <br />M.r. Jamieson said the gentlemen that did construct this or get <br />this permit did do his homework way ahead of time and knew <br />exactly what he was doing before he moved. Mr. Jamieson asked <br />if anybody in the Village administration helped on this.
