156 <br />Mr. Go1ey, seconded by Mr. Petschauer, made a motion to Enact Ordinance <br />No. <br />Mr. 86-7 as amended. <br />Etzler said he has not changed his mind; he feels we are getting into <br />an area that shou'ld be governed by property owners, etc. He said no minutes <br />of the meetings were distributed to Council members not at the meetings. <br />He said the new ordinance coritains percentages. <br />Mayor Carmen said the percentages merLtionen in the ordinance have been <br />considerably 1owPred.
