December 15, 1986
Page Eleven
Mr. Petschauer asked if Mr. Musca would stil'1 be wi'1'ling to donate the house
to the Historical Society if the requested variances are denied.
Mrs. P'lastine said, that Mr. Musca would sti'll be wil'ling to donate the house
but not the 1and. She exp'lained why she felt it would not be feasible to
movE it to the St. Bartho'lomew Church site.
Discussion was he1d.
Mx. Etzler said that Mr. Musca has asked for some variances but wants
everyone to rea'lize that whether cr not he receives the vdriances, the
building wi'1'1 be buiYt. He'explained the significance between the variances
rE:quested and the donation ot the property to move the Historical home. He
asked if it was worth it to the Vil'lag'e to save tnat home'. Mr. Etz'ler said he
feels that Mayfield Village wi1:L :Lose a:Lot of character if they lose that
house. He does not feel this would set a precedent to a1:Low other variances
and expYained that the conditions would not be the same with other requests.
Mr. Petschauer said many people have the assumption that if the requested
variances are denied, tlie house is 1ost. He said as.mentioned ear:Lier, Mr..
Musca has agreed to donate the home whetlier or not%the variances are granted.
Mayor Garmen explained that if the variances are, denied, Mr.. Musca wi;L:L
re-submit his origina'1 proposal which had no variances, and must be allowed.
187
Mr. Petschauer said he believes if Counci'1 concurs with P:Lanning"and Zoning's
denial of the variances, two things can happen: the house cou:Ld.be saved,
and they could turn down the variance tonight.
Mr: Petschauer said his goal:_is the same as that of a:Ll of Counei;L,.to maintain
the residential character of the community.. He fee'ls to grant the requested
variances is inconsistent to maintain the residential character ot the
community, Mr. Petschauer said he had the opportunity to ta:Lk to many .
residents about this, and that he must be sensitive to the concerns of thet
residents in reference to the development. .
Mr. Goley said this i.s one ot the only times he has had to make a decisinn
where he is "damned if I do and damned if I don't." He said.if he votes
for the variance to save the house, lie votes to extend coganercialism in
Mayfield Vi'11age which he has always been opposed to. If he votes against
the variances, conceivab'ly he votes to lose the house but votes to restrict
cominercia'lism to where it is permitted. He said it is a no-win situation.
He appreciates everything he has heard from both sides:
Mayor Carmen said when Mr. Musca made the origina'1 p'lan for the center, the
p:Lan cal'led for the raising of the white house. The community cried out that
that white house was a smal'1_representation of the residential character of
the Vi'llage. According:Ly to preserve that residentia'1 character, it was
neces5ary to preserve that white house. He feel.s it is iroriic when trying to
preserve the residential character of that white.house that we're faced with
a decision of a'1'lowing commercia'lism to creep a little further. Mayor Carmen
said he feels that if the house wou'ld,be p'laced on that corner :Lot it may
he'1p keep commercialism from extending further.. If the lot:: were empty, the.
resiclentia'1 zoning of it ma.y be cha'llenged.
