12/Y5/86 . <br />184 Page Eight <br />Mayor Carmen explained some of the problems the other communities had <br />expressed when this.p'lan was discussed several years ago.. The other <br />communities would stiYl need a dispatcher to operate their jai:L faci:Lities <br />and they had just purchased new consoles. He asked the communities these <br />questions and did not receive an answer. He determined not to send a <br />representative to the meetings until he received answers to these questions. <br />Mr. Petschauer asked what company is doing this study, who is paying them, <br />and who made the decision that they would do the study. <br />Mayor Carmeri said the company is ca'1'led Micro Comtrol Corporation. He <br />assumes they were chosen by Mayfie'ld Heights. The various communities <br />participating in the study would divide the cost. <br />Mr. Goley asked Chief Stevens if he was not kept informed about thi.s <br />project even though our community is a member of SPAN. <br />Chief Stevens said he does not be:Lieve that the SPAN Organization has been <br />at the root of this as. imp:Lied. He said that severa'1 of the'media stories <br />that were pub:Lished erroneous'ly indicated that Mr. Baron and the CounciTman <br />from Lyndhurst are members of SPAN, whieh.is not true.. Discussion was he'ld. <br /> <br />Mayor Carmen said-that Mayfield Village and.Gates Mi1'ls have been considering <br />their,own mutua'1 dispatch system. <br />Mr. Basile asked if the response time would be improved. <br />Mr. Etzler said he doubts it. <br />Mr. Go1ey and Mr. Petschauer said they would like Chief Stevens= opinion <br />on this. <br />Chief Stevens said it could bave a detrimenta'1 inf:Luence on response time, <br />depending. <br />Mayor Carmen said he would urge Counci'1 to make a decision, even if it's a <br />neutra'1 decision., He said he would be happy to write a'letter to the <br />Coitnci:Lmen to ask.them again if there has been any:reso'lution of the key <br />issues that prevented joint dispatch from going forward in the gast. He <br />would a:Lso aks them how Micro Comtro'1 Corporation was selected to do this <br />study and whether or. not they would be wi'1'ling to accept a proposa'1 from <br />an organization that came out. Mayor Carmen said that based on the rep:Lies <br />to those questions, it could be considered again at the January Caucus. <br />Mr. Etz'ler said he thought they were looking for a commitment by the end <br />of the yee.r. He wi'll contact Mr. Baron tomorrow and inform him of our <br />decision. . , <br />Mr. F1ynn said he did not want to make a decision to go with the plan until <br />they could tell us how it benefits the Vi'1'1age. <br />The other members of Counci'1 agreed. They a:Lso agreed that Mayor Carmen <br />should write the letter to the Counci'lmen requesting answers to the key - <br />issues that were brought up ear'lier.
