12/Y5/87 . <br />Page Nine <br />N`r. Etzler asked Mr: Myers to make his presentation. <br />Mr. Myers said that N,r. Musca came to the Planning and Z.oning..Commission in <br />Se.ptemlier with a concept.request with no.variances for buiYding his retaiY <br />center. He was.approached by the Historical Society who asked him for the <br />donation, of the house and the money to purchase the property adjoin.ing i.t. <br />' Mr. Musca decided•that by expanding his building to the size `shown on thEt <br />proposal (now) that it wou:Ld be feasibYe for him to..donate the house to the <br />Hi'storicaY Society and the money to purchase the lot for the.house. He <br />said they attended.severa'1 P:Lanning and Zoning meetings and made changes per their recommendations: They also asked Mayor Carmen to have a study <br />done by NOACA. The~~study was to determine the impact on the environment <br />if .the bui'lding were buiYt. According to the.study,'there wou:Ld be no <br />adverse effect to the env.ironment, property va'lues wou:Ld remain the same, <br />and the storm water could be handled by the existing sewer system. <br />Mayor Carmen exp'lained that he had asked Mr. Musca to pay for the cost of <br />a study by NOACA because it wou:Ld provide answers to many of the questions <br />he had received about the proposed building by concerried residents. <br />Mayor Carmen said?:he has copies of the study and welcomed everyone..to look <br />at it. He said it concYuded there wou'ld be no adverse effects to the <br />environment to those .items that Mr. Myers pointed out, including traffic. <br />Mr. Myers continued with his exp'lanation of the proposal. They wou'ld use <br />a drive on the HistoricaY Society's prop'erty to access the back of the <br />building. There are no plans to come.through the :Lot on Sandalwood. Mr.. <br />Myers asked if there were any other questions. <br />Mr. Etzler asked Mr. Myers to be specifie about the variances requested: <br />Mr. Myers said the variances, as pointed out to them by Planning and Zoning <br />are: <br />1) Moving ten feet c'loser to the Spaghetti Compariy property <br />;(zoning pres.ent'ly requires 10 feet from commercia'1 property, <br />the bui'lding wou'ld be to the property line), <br />2) The code requires 30 feet from a residentia'l.'lot, the proposa:L <br />is to buil.d through the Lot line, <br />3) They are reque:sting a variance on 14 parking spaces.(that they <br />are short from what zoning requires) <br />Mr.. Myers said that the-Historical.Soci:ety needs to provide an easement <br />on their property to gain access to the rear of his property with a drive. <br />Mayor Carmen pointed out that rae are not sure at this point that there <br />wi:ll be any varianees for parking. <br />Mr. Myers said the historica:L home is present'ly 23 feet back from the <br />right-of-way. When they move it to the new lot, they want to maintain the <br />same setback. <br />185,
