122 <br />Regular Council Meeting <br />7/16/90 <br />Page 7 <br />Mr. Bright said he did not know, part of the informarion they would be providing to complete the <br />proposal is needed to deternune the cost to prepare the specifications. <br />Mr. Fenante asked why the Village Engineer could not do this. <br />Mr. Hovancsek said the municipality elected to go with a master plan consultant on drainage. They <br />aze into the program now. The master plan did not get into telling about where to put a detenrion <br />facility or the size or impact of such facility. In view of the potential litigation with the Metro Park <br />area, he feels it would be wise for the Village to retain Burgess and Niple to do the work. <br />Mrs. Mills asked if N1r. Hovancsek had any idea as to the cost to prepare specifications. <br />W. Hovancsek said it would run approximately 9% of the construction costs. He explained why <br />it was not logical to deternune the cost of specif'ications until a decision on the size of the facility is <br />made. <br />Mr. Flynn asked if Mr. Bright has formed an opinion as to what part the Park authorities would <br />play in this; whose project it will be to fund. <br />Mr. Bright said he has not met with anyone from the Metroparks. <br />Discussion was held. <br />Mr. Hovancsek will contact the Metroparks representatives this week. <br />Mr. Flynn asked if anyone has seen a detention facility and if they knew the cost. <br />Mr. Bright said that he has seen a number of them but they were built by developers as they <br />developed land and he is not aware of the cost. <br />Discussion was held regarding what was included in the master drainage study. <br />Mrs. Mills said she feels the Village must start someplace, and should start with the study. <br />1VIr. Ramos said Council could amend the agenda to include the Resolution. He will prepare the <br />resolution for disiriburion on Friday. <br />Mr. Rinker, seconded by Mrs. Cinco, made a motion to amend the agenda to include Resolurion <br />No. 90-50. <br />ROLL CALL: AYES: All <br />NAYS: None Motion Carried <br />Agenda Amended <br />Wiley Park li hting and other field repair - Mr. Fixler (in the audience) said he was advised by <br />C.E.I. that the lights must be on all yeaz whether or not the fields are in use. They will not put a <br />box on it under any circumstances. <br />Discussion was held.
