? ?;, <br />1??? e.: <br />Regular Council Meeting <br />9/17/90 <br />Page 5 <br />Mr. Bright explained that one of the items on the scope was to complete an analyzation of storm <br />water problems that exist in the Village. The original study identif'ied 6-7 areas but was not <br />conclusive. He said they are currently doing a retention basin study which was a separate <br />authorization. <br />Mayor Carmen said he felt some of the work on the $42,000 study had already been performed <br />He understands inflation, but his feeling is that this is not an insigmficant amount of money and <br />therefore felt disgruntled that the price was not held and had gone up. Mayor Carmen asked if we <br />could put together specifications and get the best price. <br />Mr. Hovancsek saids that professional services are not normally bid, but it could be done. <br />Mr. Rinker said there seems to be hidden costs. <br />Mr. Bright referred to their letter of May 15, 1989, which outlined the scope of work to be done. <br />The third item was for the financing study, in the amount $42,000. He pointed out that it has been <br />16 months since that letter was written. Mayor Carmen asked how much it would cost to complete the master plan out the door. <br /> <br />Mr. Bright said it would be $42,000 to complete the remaining items. <br />Mayor Carmen said it was his understanding that the $42,000 encompassed working with us to get <br />the ordinance in place. <br />Mr. Bright said the ordinance was the storm water ordinance which would include how the Village <br />would handle future storm water. One of the scope items in the May 15, 19891etter was the <br />ordinance that creates a storm water utility. <br />Mayor Carmen said there was a financing package and an ordinance that would go with it. <br />Mr. Bright said the ordinance that passed still could have gone forward with Cuyahoga County <br />standards but it has gone beyond their standazds, which is good. <br />A lengthy discussion was held. <br />Mayor Carmen said he thinks the Village should go out for bids. <br />Council agreed. <br />Mr. Bright said if the scope letter is compared to the May 19891etter, the only area overlapping is <br />Phase One - storm water problems. That was intended to address azeas in the Village not in the <br />study. <br />Mayor Carmen asked Mr. Hovancsek how long it will take for him to prepare specifications for us <br />to bid. <br />Mr. Hovancsek said he could prepare requests for proposals in a week.
