, <br />-? - ----- ---- --- ---- . ., . ?:: -,::r . . <br />Regular Council Meeting <br />11/19/90 <br />Page Three <br />Mr. Noble said he fmds it hazd to believe that the swales filled up 4 inches; it is always dry, water <br />always runs, it might be shallow but he does not see where construction vehicles could have <br />caused a problem. <br />Mayor Carmen said he thinks the focus is not about how it happened or who is to blame. He said <br />that our responsibility is to say we have a plan on the books that says that subdivision needs to <br />have swales at certain specifications and everyone must adhere to the specifications. The Village's <br />responsibility is to try to enforce it the best we can. Mayor Carmen said that even though the <br />resident may not have had a hand in creating the problem we must have compliance from everyone. <br />Mr. Noble asked who looked at the property initially. <br />Mayor Carmen said it is his assumption that the question is if the swale was properly installed. He <br />said that it is his assumption that it was installed properly and that something happened between <br />then and now. <br />Mr. Hovancsek said that he made inspections on the original subdivision as it went in. They did <br />random checks which appeared to be in accordance with the plans. - - <br />Mr. Pietrafese asked how serious the problem was if a resident received a letter. <br />Mr. Hovancsek said residents were sent letters if their swale was two inches off or more. <br />DEPARTMENT HEAD REPORTS <br />Chief Mohr reported that five of the hydrants that were out of service were repaired today. He <br />hopes all repairs will be completed by next Tuesday. <br />Mr. Pietrafese said that Chief Mohr should be recognized for getting this done quickly. <br />STANDING COMMITTEE REPORTS <br />Architectural Review Boazd & Board of Anneals - Mrs. Mills said that Mr. Amendola was not <br />present; no report. <br />Cemeterv - Mrs. Cinco said there was no report. <br />Citizen's Advisory Committee - Mr. Pietrafese said the committee came up with a number of things <br />they would like brought to Council's attenrion. He said that many of the quesrions have been <br />addressed in a special letter from Gus Amendola. Mr. Pietrafese reported that many of their <br />concerns are regarding what is happening with the following items: Parkview Golf Course, <br />Municipal Center Plans, Gazebo--why there was no media coverage as far as the dedication, <br />Fisher's Tavern, Aintree North - corner of Aintree/SOM re mound, Hanover swales, Plastic--they <br />would like to see more diversif'ied types of plastics in our recycling program. Mr. Pietrafese said <br />that Shirley Flugan came up with cables.hangmg from a utility pole on S.O.M., and why there are <br />horses allowed on the bike path (many have been sited.) Mr. Pietrafese said that Mr. Amendola <br />?
