117 <br />Regular Courlcil Meeting <br />1/23/88 <br />Page 7 <br />Mr. Flynn, seconded by Mr. Basile, made a motion to suspend the <br />rules of Council requiring an ordinance to be read on three <br />separate occasions. <br />xoii caii: AYES: ail <br />NAYS: None Motion Carried <br />Rules Suspended <br />Mr. Flynn, seconded by Mr. Santoro, made a motion to enact <br />Ordinance No. 89-1. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Ordinance Enacted <br />First Reading of Ordinance No. 89-2, entitled; "AN ORDINANCE <br />SUBMITTING TO THE ELECTORATE OF MAYFIELD VILLAGE, OHIO, A PROPOSED <br />AMENDMENT TO THE CHARTER OF THE VILLAGE PERMITTING THE VILLAGE <br />COUNCIL TO MEET IN PRIVATE EXECUTIVE SESSION, PROVIDING FOR ALL <br />NECESSARY PROCEDURES IN CONNECTION HEREWITH AND DECLARING AN <br />EMERGENCY." Introduced by Mayor Carmen and the Entire Council. <br />Mr. Basile, seconded by Mr. Santoro, made a motion to suspend the <br />rules of Council requiring an ordinance to be read on three <br />separate occasions. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried _ <br />Rules Suspended <br />Mrs. Mills, seconded by Mr. Flynn, made a motion to enact <br />Ordinance No. 89-2. <br />Mr. Rinker suggested the ordinance language be amended because he <br />thinks it is misleading. <br />Discussion was held concerning the recent Supreme Court decisions <br />that pertain to this matter. <br />Mr. Rinker suggested certain information to be included in a <br />"whereas clause" that would provide better clarifcation. <br />Mr. Ramos said that this legislation did not have to be enacted <br />this evening; it could wait until the next meeting if Council so <br />desired. <br />Mr. Rinker, seconded by Mr. Basile, made a motion to table <br />Ordinance No. 89-2. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Ordinance Tabled
