Special Council Meeting
7/13/89
Page 3
Mr. Pietrafese said he feels it isn't done all at one time that it will
not be done.
Mr. Rinker said that everything we have done has been in stages.
Mrs. Mills said the problem is that we do not have the bids to go
further than what we had planned to.
Mr. Pietrafese ask why bids were only taken for 4-5 properties and not
the whole thing.
Mrs. Mills said that Burgess and Niple had given us an estimate of
$110-120,000 + to to this section.
Mr. Pietrafese said he wants them to do the upper end.
A gentleman in the audience asked why not the whole thing. He said a
plan should've been made for the whole thing and then do it in
sections.
Mr. Rinker said that the Village hired Burgess and Niple to go through
the entire Village. They have prepared a comprehensive report and we
are trying to follow their list_of priorities. He said we are trying
to address the worst part of the problem.
Mr. Pietrafese said they were told at their March 27 meeting that the
propoosal was for the whole thing. He said they were not ever told
that it was just for four lots.
Mrs. Finke, 6868 Creekwood Lane, said that Burgess and Niple were using
the original plans that Mr. Courtney was using 5 years ago.
Mr. Pietrafese asked why we'd be doing only 4 or 5 lots when they were
told the whole thing would be done. He said that no one was informed
about this meeting.
A gentleman in the audience asked who prepared the drawings.
Mr. Wolszynek said that the drawing was taken from Courtney's drawing.
They did not do the design. He said it includes the design done by Lee
Courtney in 1984. They have updated it. They have shot grades after
the rains, etc. The plans show an amount of earth to be moved.
Someone in the audience asked why we can't get the rest of the design
done. Why can't the city find out what what the cost of the design is.
Is it possible they could know what that budget is. Or if the design
could be completed, could the contractor be given the o.k. to go ahead.
Mr. Pietrafese said why only consider 4 or 5 lots. He said he was told
that Burgess and Niple would come up with a proposal to do the whole
creek.
