<br />Regular Meeting of Council <br />7/17/89 <br />Page 2 <br />COMMENTS FROM MAYOR CARMEN <br />Mayor Carmen said that there is a new sergeant in the Police Department <br />that he would like to swear in. He said it is always a pleasure to <br />swear in people who we think are doing Weii in Mayfield Village. Mac <br />Griesmar recently took the sergeant test along with other officers and <br />is number one on our current eligibility list. Mayor Carmen said that <br />due to the retirement of a sergeant we have a vacancy. He said that <br />tonight we will appoint Mac * to the vacacancy. Mayor Carmen <br />administered the oath of office.to Mac Griesmar as Police Sergeant. <br />Mayor Carmen said that it is a pleasure to see everybody here tonight; <br />we freqently do not get alot of people here. He said that everyone is <br />invited to be at all meetings. They are all open to the public and we <br />like to get feedback from residents about how to act on the legislation <br />before Council. Mayor Carmen said that fair housing is a volatile <br />issue that we will try to keep in perspective. There is no legislation <br />pending before Council. Several members of Council are gathering <br />information so that it can present a recommendation to the body as a <br />whole if it feels legislation is appropriate. Mayor Carmen said that <br />they have taken a look at model ordinances and heard presentations. <br />Mayor Carmen said that residents are welcome at the committee meetings, <br />however, it is not a meeting where they can comment. They can come to <br />the next.Council Meeting to make comments. He asked that the residents <br />hold judgement on what is going on until we get to the end. Mayor <br />Carmen said that he would like to put an end to the rumors he's <br />heard and that there is no low income housing is being built in <br />Mayfield Village, there is not group of people who are attempting to <br />sell their homes to minorities, no Councilperson is intending to <br />introduce this legislation prior to selling their home and moving out <br />of the Village. He said that residents should get the information from <br />the source and come to these meetings. <br />Mayor Carmen said that he is pleased to report a number of things with <br />respect to the indictment taken against _ him for allegedly using <br />influence of his office to steer a public contract. The Prosecutor's <br />Office dismissed the indictment almost a week and a half ago on the <br />basis that there was simply no evidence to support the indictment or <br />any of the allegations made in the indictment. The Prosecutor's Office <br />concluded that the only people who had any knowledge of it were members <br />of this Council and the incoming and outgoing Law Directors. Mayor <br />Carmen said that every member of this Council and the incoming and <br />outgoing Law Director within two weeks after the indictment filed <br />affidavits with the Prosecutor's Office stating that no influence was <br />used; each of them made their own independent decision. Mayor Carmen <br />said that based on that and that he obtained an opinion from the Ohio <br />Ethics Commission prior to signing the document by which Council <br />appointed legal counsel, the Prosecutor determined to drop all charges <br />because there was no foundation to any of the allegations. Mayor <br />Carmen said that there is a group of individuals that call themselves <br />the Coalition for Better Government and these are the people who went <br />to the Prosecutor's Office and went to the Grand Jury with no <br />information and got the indictment handed down and these are the
