<br />Regular Council Meeting <br />8/21/89 <br />, Page 9 <br />Education re Ballot Issues - Mr. Rinker said the Worton Park <br />Homeowner's Association plans to hold a meeting within the next month <br />or so. That would be a good time to explain the issues to that group. <br />Mayor Carmen said that the next Ordinance Review Committee meeting <br />could be made an open meeting and be held in the Community Room. He <br />suggested a letter be drafted explaining the issues and why Council <br />thinks they're important. <br />It was determined the meeting would be held on September 25 at 7:30 <br />p.m. in the Community Room. The meeting would be part of the <br />Citizen's Advisory Committee and Ordinance Review Committee,meetings. <br />Storm Run-off Detention - Mr. Wolszynek stated the recommendations made <br />by Steve Hovancsek in his recent letter to Mayor Carmen. Council asked <br />Mr. Wolszynek to get sample ordinances from other communities. <br />Mr. Ramos clarified the numbers assigned to the ordinances that were <br />distributed this evening. The agenda also showed the ordinance numbers <br />assigned. . <br />First Reading of Ordinance No. 89-29, entitled; "AN ORDINANCE <br />SUBMITTING TO THE ELECTORATE OF MAYFIELD VILLAGE, OHIO, A PROPOSED <br />AMENDMENT TO THE CHARTER OF THE VILLAGE PERMITTING THE VILLAG-E COUNCIL <br />TO MEET IN PRIVATE EXECUTIVE SESSION, PROVIlltNG FUlt ALL IJEl:ESSAkY <br />PROCEDURES IN CONNECTION HEREWITH AND DECLARING AN EMERGENCY." <br />Introduced by Mayor Carmen and the Entire Council. <br />Mr. Flynn, seconded by Mr. Basile, made a motion to suspend the rules <br />of Council requiring an ordinance to be read on three separate <br />occasions. <br />Roll Call: AYES: Al1 <br />, NAYS: None Motion Carried <br />Rules Suspended <br />Mr. Flynn, seconded by Mrs. Cinco, made a motion to enact Ordinance No. <br />89-29. <br />Mr. Ramos said that for many years Mayfield Village has conducted <br />Executive Sessions pursuant to the Ohio Revised Code. He explained <br />that there are 6-7 matters according to the Ohio Revised Code that <br />Council is permitted to discuss in private if the charter allows. He <br />said that the matters are those of a delicate nature such as strategy <br />to follow in litigation matters, wage negotiations, etc. <br />Mr. Rinker said that Council cannot make any enactments in the <br />Executive Session. The Executive Session must take place during a <br />Regular Council Meeting. Council must state the specific purpose of <br />the Executive Session and they must reconvene the meeting.
