Mr. Summers said <br />they believe that Council and the Building Department should enforce <br />their codes and ordinances and permits. He thinks it is the owners <br />responsibility and not the contractor's. The owner should be notified <br />that there is a violation. <br />Mayor Carmen said that we have done two things after the Caucus meeting <br />Mr. Summers attended. He said that a letter will be going out to all <br />Village residents this week talking about what Mr. Summers Urought up <br />at the last meeting. Mayor Carmen said that he wrote a memo to the <br />Building Department stating that by the spring of 1990 that we <br />institute a swale inspection program similar to the home inspection <br />program we now have. If they find any problems, they will make <br />a recommendation as to whether it is a Village problem or a resident <br />problem. If it is a Village problem we will take the appropriate steps <br />to correct the problem. If it is a resident problem, they will ask the <br />resident to correct it. <br />Mayor Carmen said he wrote a memo to the Service Department saying that <br />by the Spring of 1990 we should institute a swale inspection program <br />similiar to our home inspection program. <br />Mr. Flynn said he thinks what Mr. Summers needs is a letter to his <br />neighbor from the Building Department stating that he is in violation <br />of our code, and several other items. <br />Mr. Hovancsek said that he has explained to the neighbor what is <br />required. He will be hiring someone to shoot the grades in his back <br />yard. Mr. Hovancsek will review the grading plan. Mr. Hovancsek said <br />that he has contacted a contractor to install a 6" yard drain so he <br />is genuinely concerned and is trying to do the right thing. After Mr. <br />Hovancsek approves the grade and the contractor is hired, they will set <br />the grade on the line. They will install the line this fall so the <br />area will drain during the winter. <br />Mayor Carmen asked Mr. Hovancsek to give copies of everything to do <br />with this matter to Mr. Summers. <br />First Reading of Ordinance No. 89-44, entitled; "AN ORDINANCE ENACTING <br />NEW SECTION 514.14 OF THE CODIFIED ORDINANCES OF MAYFIELD VILLAGE <br />PERTAINING TO THE ALLOCATION OF FINES IMPOSED FOR DRUG TRAFFICKING AND <br />RELATED ACTIVITIES." Introduced by Mayor Carmen and Council as a <br />Whole. <br />First Reading of Ordinance No. 89-45, entitled; "AN ORDINANCE ENACTING <br />SECTION 139.04 OF THE CODIFIED ORDINANCES OF MAYFIELD VILLAGE <br />PERTAINING TO THE DISPOSITION OF PROPERTY HELD BY THE POLICE <br />DEPARTMENT, REPEALING EXISTING SECTION 139.04 AND DECLARING AN <br />EMERGENCY." Introduced by Mayor Carmen and Council as a Whole.
