??? <br />Regular Council Meeting <br />3/16/92 <br />Page Five <br />Merkel PropertX - Mr. Hovancsek said he has been in touch with the Engineer from the <br />Cleveland Water Department about furnishing a temporary connecrion for the residents of <br />Upper Forty. The Engineer should get back to him this week and it should be resolved in <br />the next couple of days. <br />I-271 Dual-dual Lanes - Mr. Hovancsek said the environmental assessment should be <br />released April lst. Once it is released, it is a matter of public record. An off-ramp is <br />scheduled north of Wilson Mills and south of Highland Road. An on-ramp is scheduled <br />going northbound and an on-ramp going southbound connecting from I-271 to the dual- <br />dual lanes. There will also be an opening in the median area at the Lake County line for <br />emergency vehicles. There will be no change in the exisring on-off ramps. The new ramps <br />are for traffic to shift from the road to the expressway and from the expressway to the dual- <br />dual lanes. <br />Great Lakes Water Oualitv Initiarive - Mr. Hovancsek said the EPA is planning on <br />proposing a Great Lakes Water Quality Initiative. He said it is two-phase; 1) Getting the <br />industries to clean up industrial pollurion. If they set rigid standards it will be unrealistic to <br />clean up without many dollars being spent by industries. 2) Additionally, they may try to <br />clean up areas such as storm sewers and streams. Mr. Hovancsek said much of the Great <br />Lakes perimeter is in Canada which is a significant factor. Things have not been analyzed. <br />Once it is put in place it will be cast in stone and will be difficult to modify. Mr. <br />Hovancsek recommends urging the State Representatives to slow down so they can look at <br />it slowly before it becomes law. He suggests Council talk to the EPA and also thinks the <br />Sewer District should be contacted and that communities should write to their State <br />Representatives about this issue. <br />Mr. Ferrante said their agenda is set but someone could contact the President and suggest <br />the subject be discussed at their meering this Saturday. <br />NEW BUSINESS: <br />General: <br />Condirional Parking: Variance - Musca Investment Co. (Pursuant to Ord. 90-17: refer to <br />Planning & Zoning?l <br />Mr. Rinker asked if this should go to Planning and Zoning for them to look at again. <br />Mr. Basile said Planning and Zoning will take it up Thursday night. <br />Le i: <br />First Reading of Resolution No. 92-15, entitled; "An emergency resolution authorizing the <br />1991 audit and payment therefore in an amount not to exceed nine thousand two hundred <br />dollars." Introduced by Mayor Pietrafese and Council as a Whole.
