73,
Regular Council Meeting
5/18l92
Page Seven
The Craft Show will be held Thanksgiving weekend. Reservations for tables are being taken and
anyone interested should contact the Recreation Department An article will be in the Voice of the
Village.
Safety and Service: Mrs. Cinco reported on the May 4 meering. Discussions were held on the
radio communication specialist report which followed through tonight with some legislation. They
interviewed and discussed the Community Relations Position. They also discussed ballistic vests
for the Police Department and referred it to the Finance Committee. The Fire Depardment's request
to complete Phase II of the radio equipment is to be done this year costing $96,000.00.
Water District Committee: Mr. Rinker suggested a Wednesday night for a meeting.
Mr. Woloszynek to have Steve get back to them with an idea of what his schedule is like.
Mr. Rinker pernutted Mr. Ziernicki to speak at this time.
Mr. Ed Ziernicki of 6838 Creekwood Lane, stated that he has enjoyed the meeting and got so
caught up in the proceedings that he failed to speak during the open session. T'he reason he came
this evening was to let them know about the problem he has with the reaz of his lot. When he
purchased the lot, the property had a small creek about three feet wide with four inches of water
flowing through it, sometimes it overflowed. The Village came through and said they had to
widen and deepen it. That is when the problems started. It is now ten feet deep and thirty feet
wide. When he talked to the former Mayor, he said not to worry about it, the Village will get him a
bridge to get to the other side of his property. Trees would be put up and a fence for the safety of
his children. His Council representa.tive also told him not to worry. He did not get what he was
told and would now like to know how the Village is going to help him.
Mr. Rinker stated he recalls a lot of history concerning this lot; negotiations and agreements. At
this time, the only thing he can do is refer it to the Law Director for his review.
Mr. Ziernicki stated there were no negotiarions with him. They came to do the work and when he
objected to them starting without answers, the Chief of Police was called and he told him that if he
did not allow them to go ahead, lie would be put in jail. The creek is now ten feet deep and thirty
feet wide. Because of the relocation of the creek, his lot does not drain conecdy and he has 20 to
30 trees standing dead. It is not safe for the kids and he cannot get to a good piece of his property.
He realizes they have an easement and he has to live with that, but something needs to be done.
Mr. Rinker stated that he is aware of a problem with repositioning the creek due to an erosion
problem.
Mr. Ziernicki said his lot does not drain right and he just wants to know if someone is going to
have the yazd regraded, the dead trees removed, and a bridge to get to the other side of his
property. What good is it for him if he cannot get to it? Is someone going to buy it from him or is
he going to get a bridge?
Mr. Basile stated that he was the Councilman.
Mr. Rinker stated that he cannot pronuse a bridge, but he will have the Law Director look into it.
