184 <br />Special Council Meeting <br />11/2/92 r <br />Page Two <br />Mr. Rinker asked Mayor Pietrafese to explain the purpose for the use. <br />1Vlayor Pietrafese said the purpose is to move from one area of the Village to the other. The value <br />of the vehicle is $800; it is still in good condition. <br />Mayor Pietrafese said the car can be used for administrative purposes--by any part of the <br />administrarive staff to go to the bank and as a back-up vehicle for the detective bureau. Mr. Rinker asked if there has been any request for use of the vehicle and if anyone other than <br />Mayor Pietrafese has used the car. Mayor Pietrafese said up until now--no, but there was a request when they had break-ins over the <br />last 3-4 weeks. <br />NIayor Pietrafese said a log is kept on the fuel, mileage, and repairs as usual. <br />Mr. Ferrante said based on what has transpired, is it wise to have the equipment (police radio etc.) <br />in the car. <br />Discussion was held. <br />Mr. Rinker asked if anyone had any questions. <br />Mr. Busa and Mr. Fixler had no quesrions. <br />Mr. Flynn said he agrees with his use of the caz. <br />Mr. Basile said he does not think he should be using it; he does not think it is proper. <br />Mr. Rinker said this is the kind of issue that creates friction. If Council is going to restrict his <br />usage, they must articulate it. In the past, no other Mayor has utilized a car. He said they will <br />have to put it to a vote. <br />Mr. Ferrante said he disagrees with the use. <br />1VIr. Fixler said the car is valued at $800 (within the Mayor's spending limit.) Mrs. Cinco said it has become an issue because of the circumstances involved. No other Mayor <br />has seen the necessity. She does not think contact with the Department Heads is an issue. <br />Mr. Fixler said that many times the Mayor is not in Mayfield Village and this is a way to keep in <br />contact. <br />Mr. Rinker asked to what extent Mayor Pietrafese feels it (the car) has enhanced his ability as <br />Mayor. <br />1Vlayor Pietrafese said he does not think he should be interrogated over the car and is offended. He <br />put out a memo and nobody has complained about it.
