??? <br />Regular Council Meeting <br />12/21/92 <br />Page Five <br />Fire Depiartment: <br />Morion to AVprove Expenditure of $4,368 to U.S.A. Mobil. Inc. for 26 ?agers - Mr. Rinker asked <br />Lt Neynian for information about this item. <br />Lt Neyman said this is for pagers (for full and part-time firefighters) which are secondary units; <br />the systeim is changing. Eventually, in the near future, the current system will be outdated due to <br />frequency. <br />Mrs. Cinco sdaid she would like to have Safety and Service follow up on this item. <br />Council ;agreed to come back to this item after the Safety and Service Committee looks at it. <br />Service ]Department: <br />Rules egularions for Composting: <br />- Mr. Amendola said they have requested informarion from the State and County regarding the <br />rules and regulations so they can include it in the VOICE OF THE VILLAGE. <br />Mr. Hovancsek said the Ohio EPA (at the last minute) rescinded the regulations that were to go <br />into effect in eazly December. The primary reason is many municipalities were complaining of <br />hardships. The regulations they rescinded only relates to municipalities--not to industry. He said <br />they gave the municipalities a break; they do not have to comply at this time. Mr. Hovancsek <br />said the Village has prepared a plan which is on file; he does not believe any adjustments will <br />have to Ue made. <br />General: <br />Atinoval of Expenditure for balance due Robert Hill - Mr. Rinker said he received an invoice for <br />atotal of $7,412.32 from Mr. Hill Yo cover work he performed through October. <br />Mr. Fixler said he personally does not think it should be paid because there are several <br />inconsistencies in the plan that they have talked about. Nothing has been changed that he is <br />aware of and we have all tiad some questions. Mr. Fixler said his understanding was that at some <br />point in the future we would be meeting with him to talk about our questions. Since the plan we <br />are being billed for is not complete, he said, let's get the work done to our satisfaction and then <br />pay for the whole thing. <br />Mr. Rinker said that is why is asking; he thinks if people have serious questions this can be taken <br />caze of t:his at their next regulaz meeting. Mr. Rinker said he thinks it is worth menrioning that <br />anydme we have asked him to be here he has done so. <br />Mr. Flynn suggested Mr. Fixler possibly mail his comments directly to Mr. Hill and ask that he <br />respond to the Mayor and Council. <br />Mr. Fix:ler said he would be more than happy to do that, but in the interim, do you want to pay <br />him in full or lea"ve_ it outstanding? Mr. Filxer said he does not want to get into a situation where <br />they are: paying double for the same work. <br />Regular Council Meeting
