!~ Mr. Bennett stated this tax levy is renewed on the ballott every five years. Mr. Feneli stated this resolution would be effective immediately upon passage and does not require three separate readings or an emergency clause. Mr. Feneli questioned who would certify the legislation to the County in Eloise's absence. Mrs. Martin stated she had questioned Mrs. Maynard on this and she said it would have to wait until she returned from vacation. Discussion~rwas~'lield ~on•-the feasibility of appointing an assistant to the Clerk with Mr. Feneli recommending Council wait for certification until Mrs. Maynard returned. None Motion Carried Resolution Passed Mr. Bennett questioned Mr. Hovancsek on the street lighting , assessment. Mr. Hovancsek replied that in the past these assessments .have been done for three year periods but with today's market values constantly on the rise he would recommend malting the assessments annually or at the most, every two years. H e could have the millage and evaluation prepared for the.next meeting if Council wished. He must have the computer print out from the County. so Council would need to decide this evening. Mr.,Bennett asked if this would require much more work :on the Engineer's part if it was done annually? Mr. Hovancsek stated there would be more time and cost involved. Mr. Carmen questioned if the cost would be less than the monies realized if the assessments were done annually? Mr. Hovancsek replied that it would be beneficial. Mr. Flynn questioned if the assessments were done on the previous year's valuation. Mr. Hovancsek stated that was correct. Council agreed that this should be:;done annually. Mr. Bennett recessed the meeting for .an Executive Session at 8:20 P.M. The Meeting reconvened at 9:45 P.M.
