s'_', <br />Resolution 81-11, entitled; `A RESOLUTION URGING THE POSTAL RATE <br />COMMISSION TO REJECT ANY FURTHER INCREASE IN POSTAL RATES." <br />Introduced by the Mayor and Council as a Whole. <br />Mr. Spellman, seconded by Mr. Carmen, made a motion to adopt <br />Resolution 81-11. ; <br />Roll Call: AYES: All <br />NAYS: None - Motion Carried <br />- Res.olution Adopted <br />Eloise Maynard to forward copies of this Resolution to President <br />Ronald Reagan, the United States Postal Rate Commission and to <br />Postmaster...General William Bolger. <br />Resolution 81-12, entitled; "A RESOLUTION ESTABLI5HING A CAPITAL <br />IMPROVEMENTS FUND FOR MAYFIELD VILLAGE, OHIO, AND DECLARING AN <br />EMERGENCY." Introduced by Councilman Flynn (at the request of the <br />Finance Committee). <br />Mr. Spellman stated that he would like it noted in the minutes <br />that if rules were to be suspended he would abstain because he did <br />not receive this legislation in his Friday packet. Mr. Feneli stated this Resolution required a suspension of rules. <br />He explained that passage of. an ordinance/resolution requires <br />three readings, which is the reason for the suspension of rules, <br />and that the emergency clause has to do with the date the ordinance <br />takes effect. <br />Mr. Busa, seconded by Mrs. Hanus, made a motion to suspend the <br />rules of lawrequiring a Resolution to be read on three separate <br />occasions. Roll Call: AYES: Messrs., Bennett,.Busa;. Flynn, Mrso Hanus <br />and Miss Trask <br />. NAYS: None <br />ABSTAIN: Messrs., Carmen, Spellman <br />Motion Carried <br />Rules Suspended <br />Mr. Busa, seconded by Mr. Spellman, madeia motion to adopt <br />Resolution 81-12. .. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Resolution Adopted
