Regular Council Meeting
4-28-97
Page 7
Ms. Carlin, said their comments have been noted.
Mayor Rinker said this issue was presented a yeax or two ago. There was some discussion about
the size of.the building and to a structure on the back of the building.
Ms. Carlin said there are several concerns with putting an addition on the back-the garbage
dumpster are is there; liquor requirements per the State of Ohio would require Mr. Campbell to
demolish walls within the existing building. The cost to putthe addition on the back is prohibitive
plus there are aesthetic concerns because of the proximity to the garbage area as well as the fact
that it would be on the back parking lo.t.
1VIayor Rinker asked if they have some type of estimate, some documentation so people will
understand he has explored those options.
Report of Actual Construction Costs and Revised Assessments fop Worton Fark Sanitary
Sewer (Finance Director)
Council President Fixler said in front of Council (and in their packets) they were given the
assessment costs on Worton Park. He thinks this is a great situation out of a bad situation. Phil,
the Mayor, the Engineering team and Council members that were involved did an outstanding job.
If you look at the actual hard-dollar costs now, $7,546.00, if you recall the initial conversation, it
was probably in the vicinity of $60,000.00-so you are looking at less than half of what was
initially thought. We are confident we will continue along this path as North County Trunk
changes and perhaps some of the adjoining areas get affected by the various components of
sewers as well.
Mr. Brett said the Village's contribution on the up=front costs were revised in the reports he
handed out today. This report is still preliminary. He won't know precisely where we are until he
knows how many people will take the option of paying the entire assessment up front. He plans
to have the assessrrient formalized tomorrow or the next day: It will be put on file with the Clerk
of Council. At the May meeting, he will have the assessment ordinance in front of Council for
consideration. He will ask that the ordinance be passed that evening with suspension of the rules.
He would give homeowners in Worton Park until June to pay the costs up front if they choose to.
The reason for that is so he can get the debt service nailed down. Then, in August we will certify
the assessments to the County Auditor and the assessments will begin to be collected next year.

Mayor Rinker said Mr. Brett is to be commended. This is a testimony to a creative, cooperative
effortthis is local, county and state government and residents working together.
Ballistic Vests
