Regular Counckl Meeting <br />11-17-97 <br />Page 6 <br />Mr. Busa asked if permits ha.ve been issued. <br />Mr. Samac said pernuts are part of the process. They want to be up front with Council as far as <br />what has been requested. If Councii has no objection, he wfll issue a permit. If Council objects, <br />he will not. <br />Mr. Buckholtz asked where the construction will begin in relationship to the stockpile. <br />Mr. Sheehy said the exact location of #he proposed building isn't known. Generally, it will be due <br />west of the mound, possiblra little bit southwest. They also view the mound as a sereening for <br />construction. It is not guaranteed that is where the building will go, but that is more than likely <br />where construction will begin. <br />Mrs. Cinco said her concern is the- sight frorn S.O.M. Center Road. Her understand.ing is it will <br />be there for one year or less, possibly be a barrier for when the construction starts. She said Mr. <br />Hovancsek is satisfied with the conditions that they 13ave met plus there are two contingencies that <br />are necessary at this point. <br />Mr. Samac suggested that during the time the temporary raadway is buitt that more adequate <br />provisions be made to secure the area. That will be a-very attractive place ,for other people ta <br />dump. He would like to see a barricade installed that would be locked at night to avoid dumping <br />from occurring. <br />Mr. Hovaricsek agreed that should be added as a contingency. They must put a temporary cable <br />gate across the-azea to keep landscapers and other people from dumping trash there during the <br />operation. <br />Mr. Buckholtz asked if Progressive would be responsible if someone does dump there. <br />Mrs. Cinco asked if the Village has existing legisla.tion about dumping with fines, etc. <br />Mr. Hovancsek and Mr. Samac said yes. <br />Mr. Busa said he has received calls from neighbors who think the golf course looks bad now. It <br />will only look worse [if dirt is piled there.] <br />Mrs. Cinco asked for a motion to authorize Progressive to deposit soil on the property pursuant <br />to the plans and the additional conditions listed below: <br />1) The installation of an outlet drainage system to the existing pond from the temporary <br />seditnentation basin;
