Regular Council Meeting
6-19-00
Page 12
Mayor Rinker said that the plans were discussed in the Recreation Board. He further said this was a
design dispute between the contractor and the architect and the Village would not be responsible, but
it is his understanding that the original design would have allowed for an appropriate fall zone; what
happened was, the contractor poured the concrete before the equipment arrived and so he set the
radius believing that the equipment would go in one place instead of where it ended up going in.
When it was installed, the contractor failed to make sure the fall zones were respected.
Shelly Kovacevic and Peggy Konieczny of the Recreation Board both expressed safety issues with
regards to the curbing. The Recreation Board feels if these surfaces are covered with the rubberized
poured-in-play, it will be safe.
Mr. Buckholtz said there was a reduction for reducing the rubberized play surface from 2 1/2" to 2".
Mr. Thomas said. that 2" will meet all standards.
Mr. Ilacqua asked what was at the pool.
Mr. Thomas said he believes this is 2 1/2"
Mr. Brett advised this would only cost us an additional $ 1,500 to go from 2" to 2 1/2".
It was Council's consensus and that of Mayor Rinker that the thickness remains at 2 1/2" for safety
reasons.
Mr. Thomas said this will be a level playground.
Mr. Brett advised that he has an invoice on his desk for $ 70,000 for this project and asked if Council
wanted him to hold up payment.
Mayor Rinker and Council advised Mr. Brett not to pay it at this time until we are satisfied with the
job.
Council members, along with the Mayor, Mr. Samac, Mr. Metzung and Mr. Thomas discussed this
issue at length.
Council President Marquardt asked who is in charge of the project, who is the project manager.
Mayor Rinker advised there is no project manager.
Council.Rresident Marquardt asked whether or not one should be appointed.
Mayor.:Riiiker said it was a little late in the game to appoint one so he advised that he will be the
project manager and everyone will report back to him. Mayor Rinker will make sure everything is
clear.
