Regular Council Meeting <br />9-18-00 <br />Page 10 <br />Council President Marquardt asked if there were any comments. <br />Mr. Ilacqua said he would like to discuss his position on this since he has obviously given this matter <br />a great deal of attention. Reflecting on all that has been discussed on S.O.M. [Committee] and what <br />we are putting forthwith this recommendation, Councilman Buckholtz and Mayor Rinker have <br />pointed out what Mr. Abate's polling has suggested. It was also suggested that 10 of 14 of the folks <br />he spoke with were not in favor of a median; 3 of those 10 could live with a median if they had full <br />access to their driveway. The most heartfelt response he has received regarding a median is from <br />Ken Zako whose property sits well back from S.O.M. Mr. Zako said he thinks it would be a <br />beautification. Mr. Ilacqua said beyond that, all he heard was that I could live with it if I could <br />access my driveway. He has discussed this with Mayor Rinker. If we put a median north of the <br />Church running to White, it could serve as a gateway to the community in the northern end of the <br />Village and show residents what exactly this Village is capable of accomplishing (via landscaping, <br />via other architectural design projects we could do with the median.) We still have development <br />going on in the northern quadrant (with the Goldberg property and with Progressive continuing to be <br />occupied.) There is no one that says we can't come back and readdress putting more medians in <br />down the road if we have good luck with the one in the northern end. Mr. Ilacqua said he is very <br />comfortable with the consideration he has given, his vote remains consistent as it has throughout the <br />entire process and he has confidence in the way he is voting tonight. <br />Mr. Buckholtz said he is confused on how to vote; does it matter how he votes now? <br />Mr. Ilacqua said Option #1.was never brought to the table; Option #2 was voted against and there <br />has been no vote cast on Option #3. <br />Council President Marquardt asked if there were any comments. <br />There was no further discussion. <br />Roll Call: AYES: Mr. Buckholtz, Mr. Busa, Mr. Ilacqua, Mr. Marquardt, Dr. Parker <br />NAYS: Mrs. Cinco, Mrs. <br />Motion Carried <br />Option #3 Passed--for a Median on S.O.M. Center ~oaG~ starting north of St. Bartholomew Church <br />drive running north with breaks (breaks approximately every 100-200' location/details to be <br />determined) to White Road. <br />First Reading of Resol~ntion No. 2000-12, entitled; " An emergency resolution providing for the <br />creation of a "Youth Diversion Program Fund" and authorizing the deposit of funds into such <br />account." Introduced by Mayor Rinker and Council as a Whole. <br />Mrs. Mills, seconded by Mr. Busa, made a motion to suspend the rules of Council requiring an <br />ordinance to be read on three separate occasions. <br /> <br /> <br /> <br />
