Regular Council Meeting
9-18-00
Page 14
Roll Call: AYES: All
NAYS: None
Motion Carried
Ordinance Enacted

First Reading of Ordinance No. 2000-40, entitled; "An emergency ordinance authorizing the
Mayor to enter into an electric utility easement with First Energy located along the north side of
Parkview Drive." Introduced by Mayor Rinker and Council as a Whole.
Mr. Busa, seconded by Dr. Parker, made a motion to suspend the rules of Council requiring an
ordinance to be read on three separate occasions.
Roll Call: AYES: All
NAYS: None
Motion Carried
Rules Suspended
Dr. Parker, seconded by Mr. Ilacqua, made a motion to enact Ordinance No. 2000-40.
Council President Marquardt asked if there were any comments.
Mr. Busa asked for an explanation. He said let's stop this monkey business. I think they are doing
too much wiring above ground in that area. They don't care about nobody except Progressive. It
peeves me considerably.
Mr. Ilacqua said it was discussed at Caucus that the Village was in discussions with the lighting.
Mayor Rinker said yes.
Council President Marquardt asked if this pertains and asked to talk about that later. He asked Mr.
Metzung to explain this item.
Mr. Metzupg said this first item we are discussing is on the north side of Parkview. Progressive did
request more electrical service. They originally had wanted to put in 4 poles. We fought them back
to 3 poles with another pole being removed when S.O.M. is widened. They asked for an easement
because pur bike path is over the 10' wide easement`area--(we didn't want to put a pole in the middle
of the bike path.) When they first laid the poles out, C.E.I. didn't feel they needed to come to the
Village;until we gave them 2 stop work orders to keep them from putting poles up until we could
negotiate. ` We didn't feel we could stop them from giving electrical service but we negotiated two
poles away. One pole cost them $16,000 to bury the utilities and the other pole will be removed
when S.O.M: is widened. The easement is to put in 3 poles that are there currently for another
power line i}Ito the, Progressive campus. He asked if they could• put it •on the south side but they
were unable to do that:
Dr. Parker asked how much more expensive it is to put them underground.
1

~„
