Regular Council Meeting
10-16-00
Page 12
Mr. Busa said while we are preparing these maps, wouldn't it be wise to update and correct the flood
zone areas of our town.
Mr. Cappello said we have dotted the flood zones in the Village on the address or zone map. There
are a few areas which have not been revised such as the Hanover Woods area. To do something like
that could cost $10-20,000. The Federal government requires an extensive report. He explained the
study done in the Aintree North area.
Council President Marquardt said so this is not part of this work.
Mr. Cappello said no. He explained they did one for South Euclid and Mr. Samac had one in
Mayfield Heights; it helps in evaluating the potential problems.
Mr. Busa said he did not hear Mr. Cappello and asked again about the flood map.
Mr. Cappello said certain sections of the flood zone map need revised but one study could cost
$20,000.
Mr. Busa said that makes me back off.
Mr. Samac said when certain specific properties have a problem, we are able to go in there for
$1000-2000 and specifically address that piece. of property for the flood zone or plain. It is probably
more cost effective to do it piecemeal. Recently, we had the Engineer's Office do an overlay of the
flood zones on our address map. It makes his job easier. It is not 100% accurate but it is very close.
For purposes of a real estate transaction, inmost cases it will suffice and he copies that section of the
map for them. The need for the proposal we are looking at really came to light after the last storm.
We spent half of our time trying to find records of what is underground. If we had this map, it
would be more convenient for he and Mr. Metzung to see the location of the manhole and pipe size.
It would help a lot timewise and it may be easily updated.
Mr. Busa asked if it is the Village's responsibility to establish the flood zones in this town instead of
having the residents individually pay for that service which may not be accurate if it is piecemeal.
Mr. Samac said it will be accurate for that one piece.
Council President Marquardt said this discussion on flood zones is not pertinent to what we are
looking at.
Mr. Buckholtz said there are 3 houses in the Worton Park area that have applied .for this and the map
is gradually being changed every time one of those is granted. If we do it piecemeal by letting the
homeowners argue it and win it with their insurance company. It is completely different--this is
inventorying sewer pipes.
