Regular Council Meeting <br />10-16-00 <br />Page 16 <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mrs. Mills, seconded by Mr. Busa, made a motion to enact Ordinance No. 2000-42. <br />Mr. Diemert said there is an issue on the November 7~` ballot allowing our voters to elect and <br />authorize Village Council to join with other communities all over Ohio to buy electricity at a bulk <br />rate which will undoubtedly be cheaper than the current fair market value. At the time period that <br />resolution is adopted by the voters, there needs to be a mechanism by which you will authorize <br />people to negotiate with the bulk energy providers. This legislation authorizes your joining that <br />Joint Energy Council-consisting of northern Ohio communities. They have already begun meeting <br />to formulate representation from each community in order to offer a mechanism for doing that <br />negotiation and getting bulk power: <br />Mr. Brett said he has requested a speaker on a date after November 7~'. He asked Mr. Diemert if this <br />will be transparent--unless I opt out, this consortium will negotiate my power and I won't notice the <br />difference. <br />Mr. Diemert said it is an opt-out concept where every person in our community whatever Mayfield <br />Village chooses to buy electric power from will go to everyone in our community but every <br />individual will be given formal notice by the consumer agencies as to their ability to opt out. They <br />will have to elect to do that. It will be a block of all communities. We could go alone but it doesn't <br />make sense. <br />Dr. Parker asked why we couldn't have done this with the gas. <br />Mr. Diemert said gas is voluntary. This is mandatory; there is state legislation going into effect <br />January 1~`. If adopted on November 7~` will authorize every community that does adopt it to <br />bargain for their bulk rate power. First Energy will still be the distributor; they will still own the <br />lines and send you the bills. <br />Dr. Parker asked why we wouldn't want to do this for the gas. <br />Mr. Diemert said there is no mechanism to join together for the gas. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Ordinance Enacted <br />First Reading of Ordinance No. 2000-43, An emergency ordinance authorizing a contract with <br />Imperial Heating and Cooling for boilers, dampers and affiliated duct work for the Village Hall. <br />Introduced by Mayor Rinker and Council_as a Whole. <br />
