Regular Council Meeting
4-21-08
Page 11
Dr. Parker stated that we need to look at what we discussed at the last meeting in terms of
modifications. John, Pat and Ron stated that many of the modifications were already
incorporated. We had the list of expendables (a copy of which is attached to these Minutes) that
we could live without if we needed to. From Finance's perspective, we felt that it was necessary
to go out to bid. Where there could be alternative bids in there, they will use cost-effective. If
we don't need to go back and use concrete everywhere, we are not going to. If we can use PEX
piping versus copper which is going to be much cheaper and more efficient, we will do that.
Council President Buckholtz asked if the bid will note this. Mr. Marrelli stated that the
drawings will reflect the changes.
Council President Buckholtz stated that his understanding is our options are to:
1) Not move forward with the police facility at this time;
2) To move forward with the police facility as it has been drawn and specked
out already; or
3) To move forward with the police facility bidding process with certain
modifications.
Mr. Marrelli stated that we are at the certain modifications point where there are some
cost-cutting issues that we agreed are necessary just because they are better for design, like the
PEX pipe for instance versus copper pipe.
Dr. Parker asked if when the quote comes back will it reflect various options such as PEX
piping so that we can determine if we want to cut something out or change it we can, or are they
just going to come back with a single quote?
Mr. Marrelli stated for instance, on a sprinkler system, you can use PVC piping or you
can use steel. The cost difference is probably 3 to l, so he does not know why you would ask for
bids both ways.
Council President Buckholtz asked what the benefit is to one versus the other. Mr.
Marrelli replied cost, ease of maintenance, the plastic pipe is quicker, easier and cheaper. That
needs to be changed in the spec sheet that went out before. Dr. Parker said something like that
is only $4,000.00. Mr. Marrelli stated that is what we are talking about, those modifications.
There were three options, the third option was with modifications. Mr. Marrelli does not want to
speak for the Chief, but we agreed on the modifications.
Mr. Marrie stated that two items he thought might be penny-wise and pound-foolish is
the elimination of the storage area and the extra bay. Mrs. Mills stated that this was discussed in
Committee. We want to leave that in the drawing as it is. Mr. Marrie added that when you
really think about the $144,000.00 savings on that, by the time you redraw and have different
