Regular Council Meeting <br />7-21-08 <br />Page 6 <br />OLD BUSINESS <br />. Third Reading of Ordinance No. 2008-20, entitled "An ordinance declaring <br />improvements to certain parcels of real property to be a public purpose, describing the <br />public improvements to be made to directly benefit such parcels, requiring the owners of <br />the improvements thereon to make service payments in lieu of taxes, authorizing an <br />agreement with Heinen's, Inc., a corporation headquartered in Ohio and having a business <br />at 860 S.O.M. Center Road, establishing a municipal public improvement tax increment <br />equivalent fund for the deposit of such service payments, and related authorizations <br />pursuant to Ohio Revised Code Sections 5709.40, 5709.42 and 5709.43; and declaring an <br />emergency." Introduced by Mayor Rinker and Council as a Whole. (First Reading - May <br />19, 2008; Second Reading - June 16, 2008) <br />Mrs. Mills, seconded by Mr. Saponaro, made a motion to enact Ordinance No. 2008-20. <br />Council President Buckholtz asked if there was any discussion. Council President <br />Buckholtz added that everyone should know what a TIF (tax incremental financing) is, <br />where we get to use the tax dollars up front and apply it to various public purposes for the <br />project. <br />Mayor Rinker asked Mr. Marrelli and Mr. Cappello to update everyone on the status of the <br />work being done at Heinen's. <br />Mr. Marrelli reported that the next major item you will see is the driveway. The work <br />inside is progressing rapidly. They are getting into doing the cooler cases and floors and <br />finishes. We are looking at probably another 90 days of construction and then they will <br />start cleaning up. At the end of that construction period is when the TIF goes into effect. <br />Mayor Rinker said we have gotten our lease language done. Mr. Marrelli said all of our <br />paperwork is done. <br />ROLL CALL: AYES: All Motion Carried <br />NAYS: None Ordinance Enacted <br />NEW BUSINESS <br />Motion to approve recommendation from Planning Developmeaat Committee to <br />retain the services of a Professional Planner not to exceed $90,000.00 annually for <br />redevelopment of Beta Drive and Town Center. <br />Mr. Saponaro, seconded by Mrs. Mills, made a motion to approve recommendation from <br />Planning Development Committee to retain the services of a Professional Planner not to exceed <br />$90,000.00 annually for redevelopment of Beta Drive and Town Center.
