Regular Council Minutes
3-15-04
Page 2
them because they do offer transportation. There is a program County-wide and I will provide
Council with a memo about it; it could meet our needs and the needs of our residents.
Council President Buckholtz thanked everyone (in the audience) for attending this evening.
CONSIDERATION OF MINUTES
Regular Council Meeting - Februarv 16, 2003 - Mrs. Mills, seconded by Dr. Parker, made a
motion to approve the minutes.
Roll Call: AYES: All
NAYS: None Motion Carried
Minutes Approved
COMMENTS FROM MAYOR RINKER
Mayor Rinker said Chief Dearden's father passed away so Chief Dearden is not here this evening;
they have our prayers. This Thursday there will be a combined meeting for Architectural
Review Board, Planning & Zoning, the Board of Appeals and anyone who wants to attend: 2020
Vision is going to give its presentation for the formal commencement in front of the Planning &
Zoning Commission of its review of the 2020 Vision Report. I think that is something we can all
support. Stay tuned.
COMNdENTS FROM COUNCIL PRESIDENT SUCKHOLTZ
Council President Buckholtz had no comments.
DEPAIaTMENT HEAD REPORTS:
Fire: Chief Mohr said we talked at Caucus a week ago about the telephone system. I
recommend that we look at this with the Information and Technology Committee and put this
into a specification so we can all play fairly on the same playing field.
Finance: Mr. Brett distributed a document charting the budget to Mayor Rinker and members of
Council. In preparation for next week's session of the budget, I wanted to bring you up to speed
to where we are this year so far. What I have for you are the overall expenses to date. The most
important line for comparison is to go to the beginning year balance at the very bottom where we
had about 3.8 million to start the year with and so far this year you go over to the 3'd last column
and we are at about 5.3 million to date. So we have managed to increase the overall funds
significantly in the first quarter so far. The next page might be something you will want to keep
for your references. This is basically where I have been tracking for the last 14 years, now in the
15th year, all of the income tax revenues that the Village receives. The top group of nuinbers is
by month, the distribution that we've received overall for income taxes. The second group of
numbers is what we have received from our largest employer. The third group of numbers at the
bottom is what we've received from everyone else. As you can see this year, we are at about 3.1
million dollars thus far this year, we are up 27% over this time last year. Part of that is due to the
fact that our largest employer mailed their December payment in and it was not received until
January which is perfectly acceptable; but unfortunately we did not receive those dollars until
