Regular Council Minutes
5-17-04
Page 15

F?
NAYS: None Motion Carried
Rules Suspended
Mrs. Mills, seconded by Mr. Marrie, made a motion to enact Ordinance No. 2004-21.
Mr. Marquardt asked, what is the petty cash for.
Mr. Brett said small items.
Mr. Marquardt asked, like what?
Mr. Brett said they need something at CVS so they walk across and they get reimbursed from
petty cash.
Mrs. Roman said a battery, etc.
Mr. Brett said every department basically has a petty cash except for Fire so they have to go over
and use the Finance petty cash which means they have to walk over and that depletes the Finance
deparhnent's petty cash much more quickly than usual. _
Side discussions were held.
Mrs. Mills said without your receipt, you don't get. any refund. There is a counter-check on this.
Roll Call: AYES: All
NAYS: None
Motion Carried
Ordinance Enacted
First Reading of Ordinance No. 2004-22, entitled; "An emergency ordinance authorizing an
agreement with Case Western Reserve University for STRATEGIC TECHNOLOGY
SERVICES". Introduced by Mayor Rinker and Council as a Whole.
Mrs. Mills, seconded by Mr. Marrie, made a motion to suspend the rules of Council requiring an
ordinance to be read on three separate occasions.
Roll Call: AYES: All
NAYS: None
Motion Carried
Rules Suspended
Mrs. Mills, seconded by Mr. Marrie, made a motion to enact Ordinance No. 2004-22.
Mr. Marquardt said with all due respect to Mr. Marrie, I don't see this as a"no brainer." I think
we need a better definition than we had. I read through the technology agreement and it doesn't
inatch what I've seen in minutes and notes on the Technology Committee. I really believe that
before we get into anything we need to have a clear picture of what our objectives are. I see this
as a first step. I know there is a$10,000 thing that will be following after and I would rather see
a better statement of the objectives and the direction we are going before we commit to any of
this.
