Regular Council Minutes <br />5-17-04 <br />Page 16 <br />Mr. Marrie asked, a statement from the committee-are you asking? <br />Mr. Marquardt said I am looking for some outline that is a little clearer as to what we are trying <br />to accomplish here. There are at least 3 or 4 things that are being bouncing around from what I <br />can see in the notes. It maybe part of it; it may be suggesting in the notes that this is part of <br />another piece of it; it is just unclear to me and I am not sure it is clear to the committee all we are <br />trying to accomplish here. <br />Mr. Marrie said I can't give you every answer but I will say this: this is just the first step in a <br />possible direction that we are going. It gives us the ability to have the purchase power of Case <br />Western Reserve on some of this technology. The cost-when I said a"no-brainer", maybe I <br />used the wrong term, but it is free to us; we are not tied down to anything. And I believe you <br />received a copy of the agreement that you said you did read. Was there an objection in there <br />anywhere? <br />Mr. Marquardt said I did read it. No, it is just that what has been stated-in the notes that I've <br />read suggested this network that Case Western Reserve is using would be extended to provide <br />free ultra-speed internet to homes and businesses and that type of thing. And in the agreement, it <br />specifically says that it's not for that purpose. I am not sure what kind of information we are <br />exchanging or planning to exchange on this thing. I just don't think we are ready to make any <br />commitments until we're clear as what they're doing and I do not see the clarity in the notes that <br />I've received so far from the Technology Committee. <br />Mr. Marrie said but you did say and you do agree that there is nothing in that agreement that says <br />we're involved with anything else other than what's in that agreement. I think as I said earlier <br />this evening, I think we are taking one step at a time. I heard what you said in the last meeting <br />and I hear what you are saying right now, very frankly; that maybe because of the discussion that <br />we're going off in 10 different directions. What I said earlier and what I would like to do and <br />make sure that it is done, and that is take one step at a time. This is the first step. This opens the <br />door for us to be able to look at some things with Case Western Reserve; it doesn't tie us to <br />anything as you said yourself with the agreement. The agreement is the agreement. And, I <br />believe, contrary to anything you might've seen in difFerent notes--and there was certainly a lot <br />of discussion on this-the agreement is in writing and signed by both parties so if you don't see a <br />problem with the agreement then I don't see a problem on this first step. I am not talking about <br />anything else, now, Bill. It is just a beginning. This gets us in the front door, if you will, for lack <br />of a better word. Mr. Marquardt said I have seen these first steps in the past and I know froin the discussions there <br />is another $10,000 bill that is going right behind this one for Case Western Reserve and I would <br />rather not take a first step until I know where we are going. Whether it doesn't cost anything or <br />not, I would like to see the plan clarified before we take any steps. <br />Mr. Marrie said we did meet on this and we did agree to it-not agree to it; but we did discuss it <br />in detail. I understand where you are coming from but I guess maybe we will put it on the floor <br />and see what happens to it. I don't know what else to say.
