Regular Council Minutes
5-17-04
Page 20
There were no comments.
ROLL CALL: AYES: All
NAYS: None
Motion Carried
Ordinance Enacted
First Readiniz of Ordinance No. 2004-23 entitled; "An Emergency Ordinance Amending
Various Sections of Chapter 175 Relating to Municipal Income Tax." Introduced by Mayor
Rinker and Council as a Whole.
Mrs. Mills said the Finance Committee would like this on first reading only.
Ordinance 2004-23 was given first reading.
First Reading of Ordinance No. 2004-24, entitled: "An emergency ordinance authorizing the
purchase of 286 S.O.M. Center Road, Mayfield Village, OH." Introduced by Mayor Rinker and
Council as a Whole.
Mrs. Cinco, seconded by Mr. Saponaro, made a motion to suspend the rules of Council requiring
an Ordinance to be read on three separate occasions.
Mrs. Mills, seconded by Mr. Marrie, made a motion to enact Ordinance No. 2004- 24.
Mr. Saponaro asked should there be any dollar amount associated with that?
Mr. Chapman said the appraisal came in at $155,000. Recognizing the circumstances the seller
is under, we offered $150,000. From the comparables done by the appraiser, we think we will
get a very nice deal. They would like to move very quickly in this circumstance; the insurance
on the property will be canceled on June lst. Because the property is no longer occupied, when
the insurance company found that out, the gentleman who is the Power of Attorney and
responsible for making those decisions would rather not go out and shop for a far more
expensive non-owner occupied policy and recognizing his desire to expedite, we offered
$150,000 with the caveat that we will bring a dumpster to the site. We are planning on disposing
of the carpeting anyway. And they would like us to dispose of about a half a dumpster full of
some personal effects on the site that they want to get rid of. We agreed to those 2 things as well
as paying all closing costs that are legal for us to pay; and they agreed to the $150,000 price. We
think we're getting quite a nice deal.
Mr. Marquardt said at $150,000, I believe we have $200,000 in the budget for land acquisition.
Mr. Brett said we would probably have to amend that portion of the budget.
Council President Buckholtz asked, any other discussion?
Mayor Rinker said I will say for the record (only because everyone is kind of quiet about this),
you will recall a number of years ago we identified a series of properties all along the S.O.M.
corridor and we have always been pretty quiet with residents who reside in properties, but the
Lazzaro property is one that we had identified were it available it would be one that would be
